camera system. Quantity: 1 Each. Del to 2800 POWDER MILL ROAD, ADELPHI,
MD, 20783-1197. ; Item 0002: Data in accordance with DD FORM 1423 to
include software documentation and technical manuals. 1 Lot. Del to
2800 POWDER MILL ROAD, ADELPHI, MD, 20783-1197. Integration of existing
dual-band infrared focal plane array (IRFPA), format 320x240 pixels,
effective pixel pitch 50 microns ( m)with dewar/cooler, mechanical, and
electrical subsystems to create a functional dual-color infrared camera
system. The following specifications apply: Dewar / Cooler Subsystem
compatible with existing Federated Laboratory IRFPA. The IRFPA will be
provided as GFE. The FPA support electronics provides the input timing
patterns and bias levels necessary to operate the FPA and provides
signal processing hardware and software to display and store image data
produced by the FPA. The system is a commercial product that was
purchased by the Government as a commercial item from SE-IR Corporation
of Goleta, CA. Vacuum housing: baked and gettered to yield a ten year
vacuum lifetime; Dewar window: minimum transmission of 80% over both
the MWIR band and the LWIR band; Spectra filter: nominally 3.0 to 5.2
micron passband and 7.7 to 10.5 micron passband with minimum
transmission of 80% over each band; Cold Shield: f/2.2; Complete cooler
subsystem: includes compressor, transfer line, cooler/expander, and
cold finger; mechanical configuration shall provide secure and
efficient thermal contact of existing IRFPA to cold finger; Temperature
Control: sufficient to maintain IRFPA temperature at 77 Kelvin, stable
to within 0.2 Kelvin; Command and Control Electronics: Electronics
Interface: electronic subsystem for control of existing IRFPA and
transmission of data from existing IRFPA to GFE support electronics;
interface accepts as input the required commands for generation of
specific clock and bias signals required for proper operation of
existing IRFPA, and for selection of mode of operation of the existing
IRFPA; Integration and Sampling: programmable control of IRFPA
integration time over a range consistent with flux levels spanning
scene temperatures of 240 to 370 Kelvin; support for both snapshot mode
and interlaced mode, with programmable mode selection; IRFPA Frame
Rate: programmable selection from 5 to 60 two-color frames per second;
Mechanical Subsystem: Optical Breadboard: mounting plate for the Dewar
/ Cooler Subsystem described above, the Command and Control Electronics
subsystem described above, and the GFE support electronics and optical
subsystems; the breadboard shall contain a square array of -20
threaded holes spaced on one-inch centers; overall dimensions shall not
exceed 36 x 48 x 2 inches; Sensor Case: exterior case which encloses
the all subsystems mounted on the optical breadboard, which permits the
complete system to be ported and fielded in a protected and convenient
manner; Delivery Time: The integration of the existing IRFPA with all
necessary subsystems and delivery of the infrared camera system shall
be completed with six months after award of contract. This is a sole
source acquisition pursuant to: 10 U.S.C. 2304(c)(1) -- Only One
Responsible Source. Based on the response received from the Sources
Sought Synopsis published on 16 December 1999, DRS Infrared
Technologies of Dallas, TX, is the only known source from which the
required services/items can be obtained. All responsible sources may
submit a proposal which shall be considered. See Notes 22 and 26. Note
22: The proposed contract action is for supplies or services for which
the Government intends to solicit and negotiate with only one source
under authority of FAR 6.302. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within forty-five days
(thirty days if award is issued under an existing basic ordering
agreement) after date of publication of this synopsis will be
considered by the government. A determination by the Government not to
compete this proposed contract based upon responses to this notice is
solely within the discretion of the government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. Note 26: Based upon
market research, the Government is not using the policies contained in
Part 12, Acquisition of Commercial Items, in its solicitation for the
described supplies or services. However, interested persons may
identify to the contracting officer their interest and capability to
satisfy the Government's requirement with a commercial item within 15
