synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The solicitation number
RFQ-004-4384-00 is issued as a request for quotations and incorporates
provisions and clauses that are in effect through FAC 97-09. FAR
52.219-6, Notice of Total Small Business Set-Aside is applicable to
this acquisition. The standard industrial classification code is 5191.
The small business size standard is 100 employees. REQUIREMENTS: CLIN1
-- Furnish and apply spring fertilizer. To be spread between March 15
and April 1 as follows: 124 tons of 20-0-10 (formulation per ton
ammonium nitrate 376, std ammonium sulfate 1296, murate of potash 328)
applied at a rate of 300 lb/acre to 829 acres, 55.5 tons of 10-10-20
(formulation per ton ammonium sulfate 580, diammonium phosphate 435,
murate of potash 656, tem 300g 30, standard fille 300) applied at the
rate of 300 lb/acre to 370 acres, and 33 tons of 0-10-20 (formulation
per ton superphosphate 1000, murate of potash 656, tem 300g 55,
standard fille 389) applied at the rate of 300 lb/acres to 221 acres.
CLIN2- Furnish and apply summer fertilizer between June 1 and June 15
as follows: 19 tons ammonium nitrate (formulation NH4NO3) applied at
the rate of 200 lb/acre and 5.25 tons of 10-0-20 applied at the rate of
300 lb/acre. Vendor is required to furnish and spread fertilizer at
USDA, ARS, Subtropical Agricultural Research Station, 2271 Chinsegut
Hill Rd, Brooksville, FL 34601. PAYMENT: Any award made under this
solicitation is subject to 31 CFR Part 208 which requires all payments
made by the government to be made by electronic funds transfer.
Vendors may meet this requirement by acceptance of government credit
cards or providing a Vendor Express Number. If a company has not
previously enrolled in the Vendor Express Program with USDA, they
should call the National Finance Center at 1-800-421-0323 for an
enrollment package. The government will award a contract resulting from
this solicitation to the responsive/responsible offeror whose offer
conforms to the solicitation and is most price advantageous to the
government. All offers must include with their quotation a completed
copy of FAR 52.212-3 and a statement that the VETS-100 report as
required by FAR 52.222-37 has been filed. Offers must also include a
list of 3 references for work of a similar nature. The following FAR
clauses apply : Instructions to Offerors-Commercial Items, 52.212-2,
Evaluation of Commercial Items awarded to a responsive/responsible
offeror at a fair and reasonable price, 52.212-3, Offeror
Representations and Certifications-Commercial Items; 52.212-4, Contract
Terms and Conditions-Commercial Items. The following FAR clauses cited
in 52.212-5 are applicable to this acquisition: 52.203-6, 52.203-10,
52.219-8, 52.222-26, 52.222-37, 52.225-3, 52.225-3,52.225-9, 52.225-18,
52.225-21, 52.247-64. All interested/qualified sources who can provide
