The U.S. EPA intends to negotiate on a sole source basis with Cratech Inc. for services to provide further development of a small scale (1 to 20=MWe) biomass fueled power plant. Cratech Inc. has already an existing agreement with EPA currently in progress for a three phase effort to develop this biomass fueled power plant. This additional effort will consist of Cratech, I nc. supplying sample ports on the outlet side of the hot gas filtration vessel for a gas chromatograph, EPA Method 5 and Method 29 trains, NOx, CO2, O2, and CO analyzers, and a hygrometer. The Cratech will provide equipment racks, tables, and protective enclosures to accommodate sampling equipment. The contr actor shall also provide a clean sample preparation room. The basis for sole source negotiations for this additional effort is that Cratech Inc. is uniquel y qualified in that they are already currently developing the biomass fueled power plant. Cratech Inc. has the only pressurized fluid bed gasifier coupled with a hot gas filtration cleanup system designed specifically to be fueled with biomass and analysis of gas samples on the outlet side of the hot gas filtration vessel is needed to determine the performance of the system and the compatibility of the gas as a fuel for a gas turbine.
