nelda.casavant@natick.army.mil. The Department of Defense (DoD) as
represented by the U.S. Army Soldier and Biological Chemical Command
(SBCCOM), has a requirement to develop a Joint Transportable Collective
Protection System (JTCOPS). This will be a new nuclear, biological and
chemical (NBC) protective shelter system for use by all DoD services.
The requirement calls for a modular, collectively protected shelter
that provides a transportable, free-standing system for billeting,
medical, and operational facilities capable of being complexed to meet
changing mission needs.. The JTCOPS must incorporate a toxic free area
(TFA), a contamination control area (CCA), an environmental control
unit, air filtration and generator/power capabilities. The JTCOPS must
allow collectively protected vehicles/vans to be connected for safe
personnel ingress/egress. The JTCOPS must be capable of being
transported by ground, sea and air modes. This modular collective
protection system must be capable of providing relief from
psychological and physiological stresses during sustained operations in
a contaminated environment due to wearing full Individual Protective
Equipment (IPE). The JTCOPS must provide the ability to process
contaminated personnel through a CCA into a TFA, as defined in North
Atlantic Treaty Organization (NATO) Standardization Agreement (STANAG)
4192, consistent with service decontamination and contamination
control procedures. The JTCOPS must be capable of operation by all
U.S., NATO and other allied forces. In order to promote an environment
of teaming/partnering for this acquisition, SBCCOM wants to continue
to involve industry in the early development of this acquisition.
Accordingly, five documents (1) a Draft Request for Proposal, Sections
H, L, and M only; (2) a revised Draft Statement of Objectives (SOO);
(3) a revised Draft Performance Specification; (4) a draft Integrated
Master Schedule (IMS); and (5) a draft Integrated Master Plan (IMP) are
available for review as of February 29, 2000 on the Natick Contracting

exchange of information on this acquisition, SBCCOM requests that
interested parties submit separate reviews of any or all of the five
