synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
combined in this notice or attachments which are available as PDF file
which can be downloaded from NSWC website www.nswc.navy.mil/supply.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued.
Simplified Acquisition procedures will be used in accordance with FAR
13.5. The solicitation number is N00178-00-R-1021 and this combined
synopsis/solicitation is a Request for Proposals for Machine Shop
Fabrication and Engineering Support. The solicitation document and
incorporated provisions and clauses are those in effect through FAC
97-12. This procurement is restricted 100% to small businesses with an
assigned SIC Code of 3429 which signifies a small business size
standard of 500 employees. All services/supplies will be purchased
through an Indefinite Delivery/Indefinite Quantity type contract under
which delivery orders will be awarded on a firm-fixed-priced basis. As
stated above, the Description of the Statement of Work is provided as
an attachment. Evaluation criteria are Equipment Capability, Past
Performance, Quality Assurance Process and Personnel. Weightings and
relevance of importance are provided as an attachment. Delivery
Schedule: All deliveries shall be inspected and accepted at point of
destination and delivered FOB Destination to the Naval Surface Warfare
Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA
22448-5100 or as specified in the each delivery order. Offerors shall
complete and submit representations and certifications found in
provisions at FAR 52.212-1, 52.212-3, and DFAR 252.212-7000 and DFAR
252.212-7001. The provisions at 52-212-2, 51.212-3, 52.212-4 and
52.212-5 apply for this acquisition. An addendum incorporating
Indefinite Delivery/Indefinite Quantity Provisions, DFAR 252.204-7004,
and DFAR 252.227-7015 shall be incorporated at Contract Award. The
Provision at 52.212-2, Evaluation-Commercial Items applies to this
acquisition. The Provision is as follows: 52.212-1 Evaluation --
Commercial Items (Jan 1999) (a) The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: 1. EQUIPMENT/PROCESS CAPABILITY; 2.
PAST PERFORMANCE; 3. QUALITY ASSURANCE; 4. PERSONNEL. (N0TE: SUBFACTORS
AND RELEVANCE OF IMPORTANCE IS PROVIDED IN ATTACHMENT 1) The resulting
Indefinite Delivery/Indefinite Quantity firm-fixed-priced contract
will provide for machine shop fabrication and engineering support and
will be awarded for five years of support. The labor mix (labor
categories and number of hours for each year is provided as an
attachment) with be for a total of 70,030 man-hours (hours are provided
by year in the attachment). Material Costs will be a total of
$1,326,229 (yearly amounts are provided in the attachment). A minimum
obligation of $25,000 will be provided at contract award representing
the Government's agreement to order $25,000 of supplies or services
under the resulting contract. The required delivery schedules will be
provided in each delivery order, except for urgent requirements which
will require delivery within 24 hours of notification. Urgent
requirements necessitate that offerors be within 90 minute/75 mile
radius of the Naval Surface Warfare Center. Any contractor interested
in submitting a proposal in response to this announcement must submit
the information contained in the attachment. Price will not be a
weighted factor in the evaluation. The degree of importance of price
however, will increase with the degree of equality of proposals in
relation to other factors on which selection is based. The Naval
Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory
Procurement Division has implemented Electronic Commerce (EC) in the
acquisition area, therefore synopsis and resulting solicitation with
any applicable amendments will be available on the World Wide Web at
http://www.nswc.navy.mil/supply. Hard copies WILL NOT be provided.
Vendors should regularly access the NSWCDD Web Site to ensure they have
downloaded all amendments. DoD will no longer award contracts to
Contractors not registered in the Central Contractor Registration (CCR)
database. Registration may be done by assessing the CCR Web site at
http://www.ccr2000.com. A paper registration form may be obtained from
the DoD Electronic Commerce Information Center at 1(800)334-3414.
Proposals in response to this announcement should be submitted to the
Contracting Officer, Attn: Dianne Purks, SD119/BLDG 183/1st Floor/Room
102, Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren
Road, Dahlgren, Virginia 22448-5100. All proposals MUST be received at
Building 183, Room 102 on or before 2PM on 14 March 2000. Any
proposals received at the designated location after the 2PM deadline
