E-MAIL: Kristine Boyles, boyleskt@spawar.navy.mil. The Space and Naval Warfare Systems Command (SPAWAR) is currently planning procurement of a prototype for the Next Generation GPS Antenna. The Global Positioning System (GPS) User Equipment is being integrated into virtually every facet of military operations. GPS capability provides a significant advantage to the warfighter, but the GPS system is vulnerable. Current GPS antennas on Navy platforms provide no protection against accidental or intentional jammers. The GPS Antenna System -1 (GAS-1) procured by the GPS Joint Program Office (JPO) has anti-jam capability, but its seven element Controlled Reception Pattern Antenna (CRPA) is too large for use on many DoD platforms. SPAWAR plans to execute up to three Other Transaction (OT) agreements to three or fewer companies or company teams for design and prototype of a "next-generation" GPS antenna that is capable of providing at least the same level of performance as the GAS-1 CRPA with a reduced size and weight. This effort also has the potential to improve the performance of the GAS-1 system by allowing additional elements to be placed within the existing antenna dimensions. The "next generation" antenna design should be sufficiently robust that a potential production unit could operate in the same environments as the GAS-1 CRPA. The antenna should be compatible with the GAS-1 Antenna Electronics (AE) unit in order to be backward compatible with the existing AE inventory for the near term. To be viable over the long-term however, it is encouraged that the antenna design also have sufficient flexibility to support new AE technologies. To achieve the requirements of the Next Generation GPS Antenna project, SPAWAR will utilize an "Other Transaction for Prototypes" under the authority of 10 U.S.C. 2371 and Section 845 of the FY 94 National Defense Authorization Act as amended by Section 804 of the FY 97 National Defense Authorization Act. The budget for this effort is $1.3M. Additional funding may be available at the conclusion of the design and prototype effort to support further testing of the antenna prototypes. Any award may include options for the support of such testing. Cost sharing arrangements are encouraged as it is believed that there may be commercial applications based on the next generation GPS antenna designs. Interested parties with proven experience in the design and manufacture of antennas are requested to provide a brief but complete description of products, capabilities, and recent and relevant past performance to Ms. Kristine Boyles via e-mail (boyleskt@spawar.navy.mil) preferably by 09 March 2000 but not later than 15 March 2000. The Standard Industrial Classification Code is 8711. All respondents are requested to indicate business size; Large, Small, SDB, or 8(a). It is expected that a draft full and open competitive solicitation for the Next Generation GPS Antenna Project will be uploaded on or about 17 March 2000 to the SPAWAR Business Opportunities Page located at internet address http://e-commerce.spawar.navy.mil under Future Opportunities. The final solicitation is expected to be uploaded to the above internet site under Open Solicitations on or about 27 March 2000. The solicitation is expected to be released on a full and open competitive basis. If this remains the case this announcement serves as the pre-solicitation announcement and no further CBD announcement will be posted prior to RFP release. Proposals from industry are expected to be submitted no later than 14 April 2000.
