HCFA is committed to meeting the program and health information needs to beneficiaries in a culturally competent manner. American Indian and Alaskan Native peoples communications needs are influenced by their tribal structures, their oral traditions and their involvement across government programs including Medicare, Indian Health Service programs, and State-based programs including Medicaid. HCFA is seeking organizations that have experience in developing communications and education programs, which: 1) partner with the elder and other influential leaders in the tribal communities to develop culturally competent communications on health and health insurance coverage; 2) address issues across the programs that affect these communities, including, Medicare, Medicaid, State Children's Health Insurance program and the Indian Health Service programs; and 3) foster sustainable community-based information and counseling delivery systems. Interested parties should submit a written capability statement no later than March 23, 2000. This statement should be substantiated by complete and detailed technical literature. At a minimum, address the following: 1. experience with same or similar activities; 2. experience with the specific target audiences identified above; 3. identify where your facility would be located that would perform this work; 4. ability to develop and disseminate health information within diverse communities; 5. identify contacts and support within diverse communities.
