Electronic Sensors Directorate, Fort Belvoir, VA is conducting a world
wide market survey of vendors who shall provide the US Army with
Optically Improved Standard Advanced Dewar Assemblies (OI SADA II) that
meet the requirements of Performance Specification PRF 5009755. The OI
SADA II must be a non-developmental item and must mate with the One
Watt Linear Drive Cooler. Vendors must have a broad experience in the
field of Focal Plane Arrays, Dewars, and command and control
electronics as well as adequate fabrication and test facilities to
warrant pre-production testing and limited procurement of OI SADA II
units. The following elements are required for consideration in the OI
SADA II market survey: 1) OI SADA units must meet the requirements of
Performance Specification PRF 5009755, 2) the OI SADA II must mate
with the One Watt Linear Drive Cooler, Performance Specification PRF
A3165823, and 3) the acquisition must be a non-developmental effort and
OI SADA II units must be available upon a signed contractual agreement.
For consideration, each of the above elements must be individually
addressed by all respondents. Data to include prior testing of the OI
SADA II units must be furnished to support responsiveness to the
non-developmental effort. The Government will provide for
pre-production testing and resultant acquisition of the OI SADA II
units. This procurement falls under the FCT Program. The FCT Program is
a congressionally mandated program that demonstrates the willingness of
US to purchase foreign items meeting technical requirements. Responses
must be received by ASAP but no later than 31 March 2000 and should be
