B -- HYDROTHERMAL OXIDATION (HTO) SYSTEM TESTING PROGRAM SUPPORT POC Russelle Dunson, Code 254, (703) 696-8375, fax: (703) 696-3365, e-mail: dunsonr@onr.navy.mil  It is the Government's intent to solicit and negotiate under authority of U.S.C. 2306(c)(i) with only one source, Arthur D Little Inc. based on a submittal of an unsolicited proposal. The proposed effort will focus on supporting the shipboard HTO Program by providing supervision and evaluation/validation of treatability studies of different reactor designs; providing technical support to the ONR Program Manager on HTO technology; and providing programmatic recommendations on implementation of HTO on Navy ships. Arthur D Little Inc. is currently overseeing the Army's program to test HTO as a method of destroying chemical agents and energetics using a unique approach to performing oversight/validation of test programs. Arthur D Little Inc. is the only known source capable of applying the unique Army HTO testing approach to the Navy's shipboard HTO program. The period of performance will be twelve(12) months.
