Terrry Vann Ellis, 202-842-6908 The National Gallery of Art (NGA) is
seeking to make multiple awards for an architectural/engineering
consultant to provide project management support on site at the NGA for
the Master Facility Plan projects and other ongoing renovations
projects. The selected engineers will perform services for a 12-month
base period and with four 12-month option periods. The base year shall
not exceed $150,000 and each option year shall not exceed $150,000,
for a cumulative contract total not to exceed $750,000. The contractors
shall provide on-site architectural/engineering project management and
program management services within the Administrator's Office of
Capital Projects at the NGA and will be required to act as liaison with
other NGA departments for master facilities plan projects. Service will
include: pre-design and program oversight; preparation of scope of work
descriptions; design review; management and coordination;
constructibility reviews; bid analysis; construction oversight and
coordination; submittal handling and review; monitoring and tracking
project schedules and budgets; and documentation for the Master
Facilities Plan project. The contractors will provide technical support
to evaluateand monitor the progress of work produced by design and
construction contractors. For all aspects of the work, the contractors
will prepare project documentation, file and records management;
budget and cost control analysis; and communication of technical issues
within NGA staff. Selection will be based on the following evaluation
criteria: (1) Prior project management experience with major design and
construction projects for phased, multi-million dollar, building
renovations and facilities upgrades in museums or other smiliar
facilities with equal architectural quality and high aesthetic
standards; (2)Specialized experience, technical competence, and
demonstrated expertise in the coordination of building renovations and
repairs in historically significant structures: (3) Past performance
during the last five years supported by either ratings or references
from clients on similar contracts with Government agencies and private
industry including quality of work, compliance with schedules and cost
control effectiveness. Include names and current phone numbers for
listed clients. Clients may be contacted during the evaluation
process;(4) Specialized experience and technical competence in all
phases of project management service with demonstrated expertise in a
liaison role; (5) Geographical locaton and knowledge of the locality of
the projects. Contractors beyond a 50 mile radius of the Washington DC
metropoilitan area will not be considered. The contractors must meet
the following minimum professional requirements: (1) Professional
background in either architecture, space planning, structural, civil,
construction, or building systems engineering; (2)Proficient knowledge
of architectural or engineering design; contract documents; building
systems renovation and related building codes and life safety
regulations; (3)Proficient project management skills in communication,
documentation, file and records management, budget and cost control
analysis, and project coordination among a diverse group of design and
construction professionals, and in an institutional setting. Only the
11-92 edition of the SF-254 and SF-255 will be accepted. Supplemental
information regarding specialized experience should be included in the
SF-255. Only the SF-254 and SF-255 will be reviewed. Experience
identified in block 8 should not be more than five years old.
Individuals or firms should provide four complelte copies of the
submission. Individuals or firms which do not comply with the
requirements will be considered non-responsive. No other general
notificaton to the firms/indivisuals under consideration for this
project will be made (information regarding actual submittal, contract,
date, time, etc.) This is not a request for proposal. Submitted
material will be disposed of by the NGA sixty days after contract award
unless a specific request is made for its return. Phone calls are
discouraged. Site visits will not be arranged. Individuals/firms who
meet the requirements described are invited to submit SF-254 and SF-255
to the National Gallery of Art, Resource Acquisition Office/ARA, Room
CLA-44, Attn: Terry Vann Ellis, Contracting Officer, 6th Street and
Constitution Ave., NW, Washington DC 20565. Response are due by the
close of business (5:30 p.m.) on March 22, 2000. Fax copies of the
