C -- TRANSITIONAL CARE SITE WORK (PARKING LOT & CIRCULATION LOOP) SOL 653-25-00 DUE 042500 POC Brian Thomas (541) 440-1331 The VA Roseburg Healthcare System, Roseburg, Oregon, is soliciting for the services of a Civil Engineering Firm to include but not limited to preparation of construction drawings and specifications, as-built drawings, construction cost estimates, proposed construction schedules and provide necessary construction period services for the project titled ""Transitional Care Site Work", Project 653-00-106. Scope Work to include but not limited to providing design services to; construct a new circulation road connecting the new Transitional Care building with the main Medical Center road system, expand the campus south parking lot, construct a new parking lot between the TCU building and Building 71, construct parking expansion between B14 & B15 and provide sidewalk access to the main building, parking lot and circulation around the new TCU. The design will provide a new patient drop-off area and expanded handicapped/visitor/employee parking near the TCU. In addition this design will include expansion of the storm sewer system and provide area and site lighting. The Engineer selection criteria shall include the following elements (a) through (m) (not necessarily listed in order of importance or merit): a) Proposed management plan; b) Previous experience; c) Professional qualifications; d) Facilities location; e) Proposed design approach; f) Cost control; g) Schedule control; h) Estimating effectiveness; i) Describe your experience and capabilities in the following areas: Value engineering; Life Cycle Analysis; Critical path method; Fast-track-construction; Energy conservation; New energy resources; Environmental assessment; Specialized experience; Computer aided design, drafting, and other computer applications; j) Describe awards received k) Describe circumstances and outcomes of any litigation you have been involved in over the last five (5) years; l) Indicate type and amount of liability insurance you carry. Estimated construction cost is $250,000 -$500,000. The successful Engineering firm must have an established field office within commuting distance of said VA Medical Center. This is not a request for proposal. All firms meeting or exceeding the stated requirements described in this announcement may respond by submitting three (3) copies of Standard Form (SF) 254 and SF 255 to the issuing office prior to 4/24/00 at 2:00 p.m. local time.
