The Standard Industrial Classification (SIC) Code for this Request for Proposals (RFP) is 8711 with a Size Standard of $4M. This RFP is part of a Government cost comparison study under Office of Management and Budget (OMB) Circular A-76 to determine whether accomplishing the specified work under contract or by Government performance is more economical. If Government performance is determined to be more economical, this RFP will be canceled and no contract will be awarded. The RFP will be issued on or about 31 March 2000 and will be available through the 2.0 Contracts Competency home page at: http://www.nawcwpns.navy.mil/~contract/homepubl.htm. Pollution prevention services support required at China Lake will consist of managing the Hazardous Material Control and Management Program to include the following major performance activities and tasks: (1) The contractor shall continue to implement the Consolidated Hazardous Material Reutilization and Inventory Management Program (CHRIMP). To accomplish this activity, the contractor shall perform the following tasks: Manage Hazardous Substance Management System (HSMS), Maintain Material Safety Data Sheet (MSDS) Library for the Station, and Maintain Authorized Use List, (2) The contractor shall administer the Emergency Planning and Community Right to Know Act (EPCRA) Program to include: Prepare Hazardous Chemical Inventory Report (Section 312 of EPCRA), Prepare Toxic Chemical Release Inventory Report (Section 313 of EPCRA), Prepare Material Safety Data Sheet Report (Section 311 of EPCRA), Update Emergency Planning Report (Section 302 of EPCRA), and Prepare Emergency Release Notification (Section 304 of EPCRA), (3) The contractor shall update Chemical Hygiene Plan, (4) The contractor shall provide consultation on hazardous material (HAZMAT), (5) The contractor shall prepare Pollution Prevention Newsletters, (6) The contractor shall prepare Senate Bill 14 Report, (7) The contractor shall prepare Ozone Depleting Substance Reports, (8) The contractor shall update Risk Management Plan, (9) The contractor shall update Pollution Prevention Plan, (10) The contractor shall conduct Training in areas such as Hazard Communication and Hazardous Waste Operations and Emergency Response, (11) The contractor shall respond to Data Calls, and (12) The contractor shall identify Waste Stream Sources.
