Bell Atlantic has maintained the wire mainframe for more than a decade and the on-site personnel have an inherent knowledge of the building layout, idiosyncracies of the tie-cables employed, as well as the house cable plant. The determination by the Government not to compete the proposed contract is solely within the discretion of the Government.
