(916)557-5110 PROJECT TITLE: Ordnance and Explosives (OE) Cleanup,
Former Fort Ord, Monterey County, California. DESCRIPTION: Services
required under the proposed contract include Ordnance and Explosives
(OE)cleanup/reduction of areas located within the Former Fort Ord to
the extent that they become fully suitable for the intended reuse
purpose. Key components of this work include the application of
innovative technologies / approaches in conjunction with traditional OE
removal methods to improve quality and productivity while reducing
cost. Work includes integration of various disciplines such as
survey/location capabilities, geophysical detection and discrimination
using analog and digital field methods (analog magnetometers, digital
total field magnetometers, digital electro-magnetometers, and
associated hardware and software analytical tools), systems
integration, data management (ie., geographical information systems),
historical data analysis, footprint reduction methodologies, field
reconnaissance, engineering evaluations, geophysical mapping, anomaly
discrimination, cost analysis, risk analysis, statistical sampling and
analysis, and sampling, removal, and treatment of OE. Work also
requires successful support and execution of other elements of the OE
program at the Former Fort Ord including, but not limited to, the OE
Remedial Investigation/Feasibility Study (OE RI/FS) and site specific
Fort Ord requirements emanating from the Fort Ord endangered species
Habitat Management Plan (HMP), treatment and demolition of OE items,
and land transfer requirements as a result of convenant deferral
requests. Removal of incidental Hazardous, Toxic and Radiological Waste
(HTRW) material may also be required under this contract. CONTRACT
INFORMATION: The proposed contract is unrestricted under SIC 8744; size
standard is 500 employees. The proposed contract is an
Indefinite-Delivery, Indefinite Quantity (IDIQ) type contract with the
flexibility to issue Firm Fixed-Priced (FFP), Cost-Plus-Incentive-Fee
(CPIF) and/or Cost-Plus-Fixed-Fee (CPFF) task orders. The base
contract period is one-year with four optional one-year contract
periods, which may be exercised at the Government's discretion. The
contract value is not-to-exceed $10 million per contract period, for a
total contract value not-to-exceed $50 million. Small businesses are
encouraged to consider joint-venture and other teaming arrangements for
this project. Large Businesses competing for this project must comply
with the clause FAR 52.219-9 regarding the requirement for submission
of a Subcontracting Plan on the part of the work it intends to
subcontract. The recommended floors (minimum) for subcontracting are
61.4% for Small Business, 9.1% for Small Disadvantaged Businesses, and
5% for Small Business/Women-Owned. A firm that submits a plan with
lesser floors (less than the minimum) must submit written rationale to
support their submission. This is a service contract; the acquisition
method is negotiated. Submission of technical and cost/price proposals
