E-MAIL: Denise Stovall, Denise.Stovall@msfc.nasa.gov. NASA/MSFC is hereby soliciting information for potential sources for Security Services. The Marshall Space Flight Center(MSFC) security services contractor provides 24-hour a day 365 days a year multi-disciplined security support for a large government research and technology development facility. MSFC itself encompasses 1841 acres with over 250 buildings, trailers, and other structures. There are approximately 7,000 on-site badged civil service and contractor personnel, approximately 3,000 badged off-site contractors, and 2,000 badged visitors per month. The contractor must maintain a headquarters capable of managing continuous security operations at the MSFC. The security operations at MSFC are dynamic and varied. The security services contractor must be flexible to respond to emergency situations and have the ability to respond timely to short suspenses. The contractor must be able to develop and implement detailed procedures in all functional areas. The contractor must have the ability to obtain a facility clearance and be familiar with industrial security regulations. The major functions that the contractor must have adequate past experience and capablilty to manage and operate are: -- 24 hour a day Protective Services Communications Center (PSCC). The PSCC operates the 911 emergency system for MSFC and general dispatch services for armed uniformed patrols. The PSCC operates and monitors the closed circuit television system, security alarm system, NCIC system, and daily blotter system. -- Operate an Identification and Registration (I&R) Section that issues permanent and temporary badges, vehicle decals, and passes, and automated access control system key cards. The I&R Section also issues services passes, processes traffic citations, provides fingerprinting service, and provides an extensive notification system for expired badges, vehicle decals, and key cards. The I&R Section also maintains an extensive database on badges, decals, and the automated access control system. -- Security patrols for the inspection and reporting of unsecure and hazardous conditions, theft hazards, and responding to scenes of emergencies and alarms. Patrols also provide general lock and unlock services, vehicle escort services for large critical hardware, enforce traffic regulations, and conduct traffic accident investigations. -- Investigate and submit reports on lost and/or stolen property and other incidents. The contractor must also provide an aggressive theft/conversion prevention and detection program. -- Security support to unique events or activities. -- Training for armed uniformed officers, dispatchers, and I&R clerks. Training for armed personnel must include firearms practical and jusgmental use, proficiency, and safe handling of firearms. Training must also include but not be limited to answering 911 and other emergency calls, rendering assistance to ambulance and other emergency personnel, traffic control and accident investigation, use of communications and emergency equipment, loss prevention investigations, safeguarding classified information, patrol procedures, reporting procedures, report writing, and use of computer hardware and software. -- Experience with federal firearm instructor certification and managing and operating a weapons range. -- Operate a mulching service to locations on-site for the destruction of classified and sensitive waste (government provided truck). -- Provide protective services for sensitive hardware and other items/facilities deemed valuable. -- Locksmith services to include installing locks in doors, cabinets and desks, and in setting combination locks. Providing duplicate keys and emergency opening of locks. The contractor also issues security keys and maintains a database on security locks and keys. -- Experience in technical security, program security and system security engineering is vital. The contractor must have experience in developing security plans and procedures for the protection of program critical national assets. The contractor must be knowledgeable of applicable Presidential Decision Directives (e.g., PDD62, PDD63, and PDD67). Must also be able to develop threat analysis and threat awareness training. Develop, coordinate and draft recommendations for detailed risk assessments. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 4 pages or less indicating the ability to perform all aspects of the effort described herein. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Governement intends this to be complete information. No questions will be answered until the solicitaion is issued.
