R -- PROVIDE ASSISTANCE AT LAKE HOVSGOL NATIONAL PARK IN MONGOLIA SOL NBCW0Z00814 POC Ni'mat A. Shakoor, Contracting Officer, 202-208-5106 The U.S. Department of the Interior, Office of International Affairs' Partnership for Biodiversity, intends to negotiate with and make award on a sole source basis to Claudia Rector to provide complete specific tasks during the summer project season at Lake Hovsgol National Park in Mongolia. The contractor shall assist park staff and the Program's in-country team with a number of tasks directly related to the objectives of the Program, and to provide funding to specific Park and community infrastructure and educational projects. All Tasks shall be provided during the period April 1, 2000 through September 30, 2000, include, but is not limited to, the following: Assist the Park in developing baseline GIS maps and provide training to use them; Continue the data collection/natural history interm program; Incorporate geographic areas and issues of concern into GIS map overlays; Develop and produce tourist brochures for the town of Hatgal that identifies hotels, restaurants, services, etc.; Develop a walking tour of Hatgal as a Hatgal museum program; Develop a Park publications program, including a sales strategy in Mongolia and the United States; Establish a visitor center "information shop" to sell maps, books, guides, etc.; Meet with tourism officials to facilitate publication of information on Parks in Mongolia; Facilitate training in visitor services for the community (using local Mongolian expertise); Provide business assistance and training to crafts shop; Develop an interpretive plan for the Park. The contractor shall contribute services to the in-country team and participate in the following specific tasks: Photo-document impacts of resource use/degradation of resources; Review potential additional Park infrastructure projects as identified by Park; Consult with GTZ and other NGOs on approach and possibilities for land use authority; assess economic development possibilities in Hanck; Provide assistance in environmental tourism (in association with Peace Corps); Conduct park staff training in various issue areas; Participate (e.g. lecture) in park ranger training. Claudia Rector is the only known responsible source (in accordance with FAR 6.302-1) able to provide the required service. No solicitation exists. No telephone inquiries will be accepted. A request for solicitation will not be considered an affirmative response, however, if issuance of a solicitation is determined appropriate, requesting firms will be included on the mailing list.
