Delasco, (860) 285-7191 The United States Postal Service is soliciting price proposals from contractors to construct a new USPS-owned 22,548 square foot carrier annex on owned property in the Town of Shelton, Connecticut. The building will be of steel frame with block exterior and built on a three-acre USPS-owned site. Plans and specifications will be available on March 3, 2000 for this project at a cost of $75.00 per set from the Windsor Facilities Service Office, 6 Griffin Road North, Windsor, Connecticut 06006-0300. Please send a certified check or money order only. The USPS is imposing an "experience restriction requirement" on all contractors who submit price proposals for this project. In order to be qualified a contractor must demonstrate proof of being a general contractor for the past five years and must have successfully completed at least three new buildings of the same size and complexity within this time period. The USPS will provide the necessary forms for contractors to complete this experience requirement. Offerors will be required to submit their price proposal and the experience requirements in two separate envelopes. The contracting officer will first review the experience requirements of all offerors. Those contractors who, in the opinion of the contracting officer, have not demonstrated the required experience will have their price proposal returned unopened. Those contractors that meet the experience requirement will have their price proposals opened and an award will be made to the offeror who submits the lowest reasonable price proposal. The scope of work for this project is to construct a new USPS-owned carrier annex on a USPS-owned site in Shelton, Connecticut. The site work will consist of excavation, site work, paving, utilities and landscaping. The building will be steel frame with a concrete block and brick exterior; the roof will be a single ply membrane with tapered insulation; the interior will have a suspended ceiling with recessed lights; the workroom floor will be asphalt plank. The interior will have various administrative offices and support areas while the majority of the space will be workroom. The building will have a loading dock with approximately five bays. In addition, the building will have a US Postal Service Criminal Investigation Office, which will provide closed circuit television surveillance for the entire building. Due to the presence of unsuitable fill over a large portion of the site, the foundation system consists of concrete-filled steel pipe piles to bedrock supporting pile caps at the columns interconnected by concrete grade beams. The ground floor slab is designed as a two-way slab on a 20' by 20' grid, with intermediate concrete-filled steel pipe pile support between the 40' columns. In areas where the subgrade is acceptable, spread footings are used. The estimated construction cost for this project is between $3.4 to 4.0 million dollars, with a construction completion date of 300 calendar days from the issuance of the notice to proceed. A pre-proposal meeting will be held in the Windsor Facilities Service Office on March 23, 2000, in the FSO conference room at 10:00 am. This is NOT a mandatory meeting, but all offerors are encouraged to attend. The site is currently part of an industrial park: 40 Forest Parkway at Platt Street, Shelton, CT. Contractors may visit the site on their own. The design for the project was completed by Fletcher-Thompson, Inc., Bridgeport, Connecticut.
