Y -- VARIOUS ENVIRONMENTAL REMEDIATIONS (EMAC) MD, VA, DC SOL N62477-00-R-0048 DUE 040300 POC LOREDANA KING, Contract Specialist, (2020 685-0240 THIS SOLICITATION IS SET ASIDE FOR SMALL BUSINESS CONTRACTORS ONLY. THE APPLICABLE SIC (STANDARD INDUSTRIAL CLASSIFICATION) CODE IS 8744 AND THE SMALL BUSINESS SIZE STANDARD OF 500 EMPLOYEES IS APPLICABLE TO THIS PROCUREMENT. This solicitation will result in award of an Environmental Multiple Award Contract (EMAC). The EMAC will include up to three (3) Indefinite Delivery Indefinite Quantity (IDIQ) Contracts with firm fixed price task orders. The work contemplated under this procurement will involve primarily well-defined environmental remediation efforts. Environmental solutions, which will be outlined in a Decision Document, may include landfill construction, contaminated soil and groundwater treatment, contaminated soil removal, and other remediation technologies. The Contractor may also be required to perform Long Term Monitoring (LTM) and Long Term Operations (LTO). Other projects may involve asbestos and lead-paint abatement, underground storage tank removals/replacements, investigation and rehabilitation of storm water and sanitary systems, and other environmental investigations. Projects will require developing documentation such as work plans, health & safety plans, and investigation and closeout reports. The contaminants may include but are not limited to petroleum oils and lubricants, asbestos, solvents, metals, acids, bases, reactives, polychlorinated biphenyls (PCBs) and pesticides. The work will be concentrated in, Maryland, Virginia and the District of Columbia. Award of up to three contracts will be made to those responsible offerors whose proposals, conforming to this solicitation, are considered to be the most advantageous to the Government, as a result of a Best Value evaluation. Request for Proposal (RFP) procedures will be utilized for this procurement. Interested firms will be required to respond to the evaluation factors as set forth below. The evaluation factors include 1) Past Performance, 2) Management Approach, and 3) Specialized Technical Experience, Expertise and Qualifications. The RFP will be available on Internet on or about 3 April 2000. The receipt of proposals date will be 30 days following the issuance of the RFP. A pre-proposal conference will be held at EFA Chesapeake approximately two weeks after issuance of the RFP to provide clarifications on the scope of the project and to answer any questions. Interested firms will be required to provide a written technical proposal addressing the scope and criteria set forth above. Firms will also be required to provide a separate price/financial proposal, which includes overhead, profit, discipline hourly rates, and financial information/references. Contractors will be evaluated based on their submitted proposals, and firms that are selected for further consideration will be required to deliver an oral presentation. The proposals shall also indicate the experience and qualifications of any team subcontractors, as well as those of the prime. Firms shall provide financial disclosure to assure that the company's financial capacity is adequate to support the requirements of the contract. The selected firms may be subject to an advisory audit performed by the Defense Contract Audit Agency. Each contract award under the EMAC will be a 1-year base contract with 4 one-year options. The total maximum value of this EMAC contract will be 15 million dollars ($15,000,000) over the five years of contract performance. The anticipated range for each task order will be between $20,000 and $500,000. A performance bond in the amount equal to 10% of the bid price on each Task Order may be required to be submitted with each cost proposal for each Task Order. All contractors awarded a contract will competitively propose on subsequent task orders. Each of the contracts awarded will contain a minimum guarantee of $50,000 over the five years of contract performance. Award of a task order may be made directly to one firm, if necessary, to satisfy the minimum guarantee. Selected contractors may be required to participate with the Government in an on-site scope meeting for each project to be placed under the contracts. Failure to submit proposals on future task orders may result in the Government not placing future orders on the contract. Participation in the pre-proposal conference or site visits for future task orders will be the responsibility of the offerors and are not directly reimbursable by the Government. Task orders may require multi-disciplined remediation and abatement services in all aspects of environmental projects. All key professional disciplines (architectural/engineering) shall be registered. Per the Debt Collection Improvement Act of 1996, the Defense Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised that failure to register in the CCR makes an offeror ineligible for award of DOD contracts.
