Guard is proposing a solicitation, DAHA25-00-B-0001, SIC Code: 1542,
Small Business Size Standard: $17 Million. The Construction Cost
Estimate is $5 Million ($5,000,000.00) to $10 Million ($10,000,000.00).
The projects for construction are located at the Muniz Air National
Guard Base, Carolina, Puerto Rico. The combination of the following
projects will be included in the complete package and bid as a single
line item. PN: TUMR 989005, Up-Grade Maintenance Hangar, is a 3-part
project, constructed in the order as follows: Part A: Modifications to
existing hangar to allow complete encapsulation of a single large
frame aircraft (C-130). Additional requirements include modification of
the fire suppression systems; incorporation of a fail protection
system; mechanical ventilation and utilities upgrades. Part B:
Repair/Alter Maintenance hangar -- renovation of approximately 20,000
SF of office and shop areas; to include demolition, remodel, drywall,
HVAC, electrical, utilities and incidental work to renovations. Part C:
Construction of approx. 8500 SF Aircraft Support Equipment Shop
constructed of concrete and metal. Required demolition and disposition
of an existing 8200 SF building. Construction includes the following
work but is not limited to concrete foundation work, steel framing,
standing seam metal roof. Includes HVAC, oil-water separator, fire
suppression system and all utilities. Project No. PN: TUMR 989003,
Construct Fuel Cell Corrosion Facility is the construction of an
approx. 28,000 SF, concrete and metal hangar used to perform repairs on
C-130 aircraft fuel cells and corrosion control of aircraft parts on
and off the aircraft. Construction will include all functional areas as
required by the specifications and drawings. This project will run
concurrently with PN: TUMR 989005, Up-grade of Maintenance Hangar,
parts A, B & C. The total performance period shall be 630 Calendar days
from Written Notice to Proceed. Additional scheduling stipulations are
included in the specifications. PARTNERING is required for this
project. This will required an initial 1 day workshop between all
parties, and a 1 day meeting every 3 months after Written notice to
proceed throughout the performance period of the contract.
Approximately 7 meetings will be held. The project is solicited as
Unrestricted, per the Small Business Competitive Demonstration Program.
All interested parties are invited to request the solicitation package.
All requests shall be in writing. Solicitations shall be available o/a
27 March 2000. Bid Opening will be held o/a 26 April 2000 at the Muniz
Air National Guard Base, Carolina, Puerto Rico. The entire project is
required to be completed in 630 Calendar days. FAR Part 19.702(b)
requires the selected bidder to submit a subcontracting plan, for all
invitation for bid that are expected to exceed $1,000,000 that have a
possible subcontracting opportunities, unless the selected bidder is a
small business concern. The subcontracting plan is required to be
submitted within 10 calendar days of written notification from the
Contracting officer that the plan is required. Failure to submit the
plan in the required time limit shall rendered the bidder ineligible
for award. The requirements to be included in the plan are stated in
FAR 19.704, DFARS 219.704 and AFARS 19.704. Conntractors shall request

reproduction of the specifications and drawings are $.05 per ss sheet,
and each drawing sheet is $1.80 for 36X42. A non-refundable charge of
$100.00 will be paid for one complete set of specifications and
drawings. A complete set includes 2 volumes of Specifications and 4
sets of drawings and the bid documents. The Government will pay the
remaining portion of the cost over $100 for the complete set, for the
first 100 sets requested. After the first 100 sets purchased from the
printer, the contractor will non-refundable charge shall be the entire
cost of a complete set of the specifications and drawings. Posted
