Hospital (EACH) at Fort Carson, Colorado has a requirement for
Operations/Maintenance Services. This acquisition provides operation,
repair, and preventive maintenance of the building systems (e.g. HVAC,
pneumatic tube & box transport system, refuse compactor, signaling
system, etc.); building maintenance and repair (i.e., maintenance to
real property); equipment maintenance (e.g., fans, water pumps,
generators); and project work (minor construction alterations to real
property). These services will be provided at EACH and 9 other
locations at Fort Carson associated with Medical Department Activity
(MEDDAC) and Dental Activity (DENTAC) facilities. This notice serves as
the solicitation notice, the issuance of the draft PWS to industry for
comments, and a request for submission of information papers in
accordance with the Advisory Multi-Step Process detailed at Federal
Acquisition Regulation (FAR) Part 15.202. Using this process will
permit an open exchange with industry about the interest and
capabilities that exist for this effort and to confirm our intention to
set-aside the requirement for Small Business. Despite our intent to
solicit this requirement as a 100 % Small Business set-aside, the
Government has some concerns about the availability of experienced
small businesses capable of performing the complex mix of medical
facilities maintenance, general operations and maintenance, and minor
construction work required by this acquisition. The SIC is 8744, $20 M.
The FSC is Z141. The Government invites all potential offerors (Small
and Large Business) to submit the information listed below no later
than 14 calendars after the publication of this notice. The information
provided will allow the Contracting Officer to advise offerors about
their potential to be a viable competitor. Offerors should provide
their information via email or fax in not more than fifteen pages. The
Government expects to receive a document similar to a business plan
addressing at a minimum your technicaland management approach, human
resources, the requirements of FAR Clause 52.219-14 (51% rule for Small
Business performance), and recent/relevant (i.e., within 5 years and
similar to the requirements identified in the draft PWS)
corporate/individual Past Performance and Experience. The technical
focus of the information should be on the following critical task areas
of the PWS: (1) operation, repair, and preventive maintenance of the
facilitity systems; (2) building maintenance and repair; (3) equipment
maintenance; and (4) project work (minor construction alterations to
real property). In the event that the Government does not receive
information papers from 2 or more small business that are considered
viable competitors for this acquisition the small business set- aside
will be dissolved. The Government intends to award a
Cost-Plus-Award-Fee type contract. The contract performance period
shall consist of a Base and four 1 year options, beginning
approximately 1 October 2000. The draft Performance Work Statement and
a draft Evaluation Factors for Award (Section M of the solicitation)
will be made available at the Directorate of Contracting Web site
(http://www.carson-doc.army.mil/) on or about 6 March 2000. The Request
for Proposal (RFP) will only be released electronically through this
web site and will be available on or about 10 April 2000. No hard
copies of any documents related to this acquisition will be provided.
Proposals will be due 30 days after the issuance of the RFP. Offerors
shall be prepared to present a portion of their proposal orally.
Offerors are strongly encouraged to pay careful attention to
Instructions, Conditions, and notices to Offerors or Respondents
section of the RFP. It is anticipated that oral presentations will be
conducted within 14 days of receipt of proposals. Offerors will be
provided at least a 7 calendar day notice of the schedule for oral
presentations. Information Papers submitted in response to this notice
and other inquiries regarding this acquisition must contain the
company name, a single point of contact, mailing address, telephone &
