is a combined synopsis/Request for Proposals (RFP) for commercial items
prepared in accordance with the format in FAR subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Proposals are
solicited with this notice. A written RFP will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through the Federal Acquisition Circular (FAC) 97-17. The
Television-Audio Support Activity (T-ASA) proposes to establish a
five-year, firm-fixed price Indefinite Delivery/Indefinite Quantity
(IDIQ) contract for the following systems: Item 1: Audio Acquisition
System, consisting of a portable stereo audio cassette recorder, a
camera-mounted wireless audio receiver, assorted microphones, and
cables Estimated maximum quantity -- 57. Minimum order -- 27. Item 2:
Video Acquisition System, consisting of a digital video camcorder,
assorted accessories, a tripod system, microphones, and carrying cases
Estimated maximum quantity -- 58. Minimum order -- 28. Item 3: Video
Production Editing System, consisting of a non-linear video editing
system, hard drives, video color monitors, a digital recorder/player,
an analog recorder/player, speakers, and assorted accessories.
Estimated maximum quantity -- 33. Minimum order -- 18. Item 4: Lighting
System, portable, consisting of light fixtures, light bulbs, filters,
adapters, light stands, and a carrying case. Estimated maximum quantity
-- 60. Minimum order -- 30. The Government intends to issue an order
for the minimum quantities immediately after award of the basic
contract. Delivery time for systems, when ordered by the agency will be
thirty days after receipt of an order. Delivery locations of systems
will be specified on individual delivery orders and will be within the
Continental United States. Multiple awards may result from this
solicitation, if determined to be in the best interests of the
Government, price and other factors considered. Components that
comprise the individual systems will not be awarded individually.
Interested offerors may review and download the solicitation, in PDF

anticipated that the solicitation will be posted to the web site
approximately simultaneously with release of this solicitation.
Hardcopies of the solicitation will not be distributed. Award is
anticipated for approximately 16 Apr 00. All responsible sources may
submit a quote which shall be considered by the agency. Quotes in
response to this notice must be submitted in writing. Facsimile
quotations are not authorized and will not be considered. Quotes must
be mailed to Television Audio Support Activity, Directorate of
Contracting, Attn: T-ASA/Sacramento Contracting Office (Don Neal), 3116
Peacekeeper Way, McClellan AFB, CA 95652-1068, or if using courier
services deliver to: Television-Audio Support Activity, Attn: T-ASA/
Sacramento Contracting Office (Don Neal), Building 209, Room 104,
McClellan AFB, CA 95652. Any correspondence relating to this notice
must reference the solicitation number. The SIC Code for this
acquisition is 3663, size standard 750 employees. To be eligible to
receive an award resulting from this quotation, contractor must be
registered with the Central Contractor Registration (CCR) database, NO
EXCEPTIONS. In order to register, you may apply through the internet
at "http://ccr.edi.disa.mil", you must include your DUNS (Dun &
Bradstreet) number in order to apply. Verification of CCR registration
must accompany your quote. The evaluation criteria for this
solicitation will consist of capability of the offeror to meet the
agency system technical requirements, price and past performance.
Technical capability and past performance together are approximately
equal to price. Offerors shall include a completed copy of the
provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror
Representations and Certifications-Commercial Items, with their offer.
