This requirement is for the acquisition and installation of a Data Communication Node at Naval Air Station Keflavik, Iceland, the de-installation and removal of the existing Data Communication Node located at NRRF Rockville, Iceland and Training of equipment usage and installation. NCTAMSLANT intends to award a simplified acquisition award to acquire, install equipment, training, and remove and return the existing equipment. The installed and new equipment shall operate in parallel until a seamless transition can be provided. The existing/installed and new equipment will be located approximately 7 miles apart. The existing/installed equipment shall be provided as a trade-in or exchange for the new equipment. The existing installed equipment consists of the following: Network Equipment Technology s Promina 800 1-HSS, 4-ESX 1 ea., QASD, RS530, DCE (5019B) 4 ea., QASD, RS232, DCE (5011B) 9 ea., USD, RS530, DCE (5035B) 1ea., PRC, DS1 (3030B) 4 ea., VC31 (4050A) 1 ea., De-installation 1 ea., Shipping Costs 1 ea.. Original/Installed equipment shall be returned to the provider within 120 *days after the original date of shipment. Shipping containers used for the new equipment will be utilized for the existing equipment's return. The current equipment is 2 years old. Government will provide shipping cost for the installed equipment's return. Local personnel may be utilized to remove existing equipment. The new equipment requirement is: Network Equipment Technology s Integrated Digital Network Exchange, Priomina 800, 1-HSS, 4-ESX with 1 ea. High Speed Shelf and 4 ea. Expansion shelves, Y2K Compliant (P/N PER 800 EA4A) 1 ea., Data Interface Card QASD, RS530, (P/N 5011b) 5019B) 4 ea., Data Interface Card QASD, RS232, (P/N 5011B) 9 ea., DCE Data Interface Card, USD, RS530, (P/N 5035B) 1ea., PRC, DS-1, Voice Interface Card, (P/N 3030B) 4 ea., Voice Server, VC31, (P/N 4050A) 1 ea., T3 module with interface cable (P/N 2310A or B) 4ea., Installation and testing of new system and Shipping Costs (prepaid and allowed). Contractor shall also install existing 2 ea. Premisys Streamline 400 Equipment Channel Banks, located in Iceland at NCTS. Both systems (Promina and Premisys) shall be installed, tested, and integrated into The NATO Iceland Network's (NICENET) Fiber Optic Control Network (FOCN). The equipment will be installed in an environmentally sound van with HVAC and heating system. Generators will supply backup power. Equipment provider shall identify equipment usage cost if the original equipment has not been returned after 120 days past new equipment's shipping date. Equipment shall be certified to be Y2K compliant and equivalent to new. Warranty shall consist of a 30-day DOA replacement, one-year repair and return from date of successful install. Shipping of the replacement equipment shall take within 30 days after notification. Timely delivery is critical. Shipping shall be prepaid for reimbursement to the contractor. Training -- Contractor shall provide16 hours of on-site classroom training for installation and usage of the Promisys Streamline 400 and the Panauve Systems Equipment. Contractor may determine to utilize existing equipment for on-site training. If the contractor requires the existing equipment for the on-site practice training contractor shall arrange to have equipment available an additional 60* days prior to return shipment without additional cost to the government.
