This is notification of a 100% Small Business Set-Aside for the solicitation of a firm fixed price type requirement to furnish, install and make fully operational the complete security system(s) for the US Fish & Wildlife Service, 911 Federal Building, Portland, OR. Provide programming and connection of the portions of the security system that is to be monitored by the GSA Regional Emergency Management Control Center, via a government provided telephone line. Program all security system components as required to provide a fully functional security system(s) as designed. PROJECT SUMMARY & OVERVIEW: Upon completion of the installation and training, no further programming or other work will be necessary for the agency to have immediate use of the system after the systems are accepted by the Contracting Officer's Representative (COR). General Services Administration (GSA) / Federal Protective Service (FPS) COR will assist the contractor in obtaining names andnumbers of current key card holders for programming purposes. This security enhancement project for the U.S. Fish & Wildlife Service (USFWL) is dividable into three major components: (1) Installation of new CCTV system that does not currently exist for this agency, (2) Adding points of protection on to an existing Intrusion Detection System (IDS), (3) Replacement of an existing Access Control System (ACS). Another area of work will be the interface of the IDS & ACS system. This interface will allow for different levels of access to USFWL space through the use of an individual's key card. A valid card read will disarm the IDS then rearm w/perimeter instantly and allow delayed access to the USFWL space. A request to exit device will be used to allow for shunting the IDS allowing for alarm free exit. The final contract award decision may be based upon a combination of price, experience, past performance and other evaluation factors as described in the solicitation. Posted 03/02/00 (D-SN430500).
