Sources Sought Notice. Requirements for Simulator: Has motion in X and
Y axis; provides force generation -- centrifugal force; allows a
minimum of six persons at a time (six student stations); each station
networked for emergency response and pursuit simulations; has 180
degree viewable screen in each station with rear view mirrors viewing
capability; police vehicle dash board with instruments, steering wheel,
rear view mirrors, gas and brake pedals, etc. in each station; police
vehicle windshield a top dash board in each station; police vehicle
driver's door appropriately mounted in each station; police vehicle
operator's seat in each station; police style siren controls in each
station; police style radio with controls and microphone in each
station; computer generated images of FLETC's driving ranges (high
fidelity and realism); computer generated imaged of urban and rural
roadways with appropriate environments (high fidelity and realism);
computer generated images of varying weather conditions (rain, snow,
fog, etc.); allows for simulated windshield washing and wiping with
appropriate responses for varying simulated weather conditions; allows
for simulated headlights for dusk, dark and inclement weather
simulations; computer generated images of vehicles and persons for
urban and rural driving simulations (high fidelity and realism); allows
interactive pursuit simulations between computer generated vehicle
images and student drivers; computer generated emergency lights and
sirens, computer generated interactive voice recognition radio traffic;
ability to gather, record and translate driver performances to include
negotiation of simulated geography; ability to gather, record and
translate driver performances to include negotiation of simulated
obstacles; ability to gather, record and translate driver performances
to include application of emergency response driving techniques
(vehicle dynamics); ability to gather, record and translate driver
performances to include application of pursuit driving techniques
(vehicle dynamics and training objectives); allow instructor
intervention at any time during simulations (to alter simulation
environment, conditions or to pause or stop simulation for
instructional purposes); able to track vehicle's location on the
overall driving range (track); able to determine vehicle's road
position any where around the overall driving range (track), in
relation to government identified items (OIO, OOI, III, OOO, MMM, OII,
IOO, etc.) and correlated with the vehicle's location on the overall
driving range (track); able to identify vehicle's dynamics in relation
to government identified items ( jerky steering, braking while
turning, locking brakes, late braking, bouncing brakes, early
acceleration, late acceleration, etc.) correlated with the vehicle's
location on the overall driving range and with the vehicle's road
position; able to transmit the collected data for requirements 1-3 from
the gathering instruments to a central computer for compiling the data
for each vehicleseparately; able to compile each vehicle's data for
each lap made; able to translate data accumulated for each vehicle into
government identified terms and provide a print out to screen
automatically and to printer upon request; automatically saves data
files to hard disk every minute and allows files to be manually saved
to 3 12 inch floppy disk, zip disk and CD-RW; allow instructors to
input driver names and associate those names with the vehicle each
driver is operating; allow instructors to move driver names and data
collected and compiled from one vehicle to another when a vehicle
becomes disabled and must be substituted; allow instructors to add,
change or remove identified items in requirements 2 and 3 based on
changes to the curriculum and/or evaluation standards; computer with
monitor for location in the control tower for receiving and displaying
evaluation data; computer and monitor must be designed to withstand
temperatures that regularly reach 200 degrees down to the low teens
without having temperature related malfunctions with either the
computer or monitor; and software that allows for the use of a standard
printer such as: Hewlett Packard DeskJet series, Cannon Bubble Jet
