The United States Army Yuma Proving Ground (USAYPG), Arizona, intends to negotiate on a sole source basis with Kvaerner Process Services, Inc., 7909 Parkwood Circle Drive, Houston, Texas for Tropic Test Support Services in the Republic of Panama. Services include but are not limited to technical, operational, administrative, and logistical support for the Tropic Test Mission of U.S. Army Yuma Proving Ground. Kvaerner is currently providing these services in Panama. Due to uncertainties of facilities and equipment availability and the inability to develop a performance work statement that will allow competition at this time, we must obtain these services from the incumbent. The contract period will be 1 Apr 00 through 30 Sep 00. During this period we anticipate the development of a performance work statement that will allow full and open competition.
