The Department of the Treasury, Bureau of The Public Debt, intends to issue a solicitation for Technical Asset Reallocation Services (TARS formerly STARS -- Surplus Technical Asset Reallocation Services) for Franchise Business Activity San Antonio CASU. This solicitation will be 100 % set-aside for small business. Technical assets applicable to the TARS Program include, but are not limited to, electronic and electrical systems and equipment such as sensor systems, command and control systems, communications systems, display systems and those ancillary systems used to support the primary equipment or system for which each Task is issued. Equipment will be deemed "surplus" only upon written verification from the cognizant responsible Agency. Surplus equipment will be released for disposition under this contract only upon proper authorization for equipment release from the appropriate authorities. Initially, the requirement will fulfill a need of the Naval Surface Warfare Center, Port Hueneme Division,Dam Neck Detachment in Virginia Beach, VA. However, it is anticipated these services will be required on a nationwide basis for all facets of the USN Advanced Combat Direction Systems (ACDS) and shipboard digital systems. Support shall provide for maintainability analysis, system upgrade development, validation of technology insertion initiatives, obsolescence management and associated tasks. The Government anticipates award of an IDIQ contract that provides for fixed-price and time-and-material task orders and has a base period with four one-year option periods.
