Naval Academy has a requirement for a simplified acquisition for a contractor to provide fulfillment services by mailing USNA admissions information to contacts generated by telephone, electronic mail, USNA generated contact files and written requests. In addition the contractor shall operate a telephone call center with a live operator 24 hours a day,7 days a week to record contact information from individuals requesting USNA admissions information.The contractor shall be responsible for entering contact information(full name, mailing address, home phone with area code, high school graduation year, current year of school, ethnicity and gender) received by electronic mail, on magnetic tape or in written form into the contact data base. Fulfillment of information requests shall be according to the current high school grade provided by the individual.The contractor shall mail all material for high school seniors and high school juniors in the spring semester using first class postage. All others shall be mailed using bulk mail rates.The contractor agrees for fulfill all information requests within 48 hours of receipt. The contractor shall maintain all computer hardware and software necessary for the receipt of electronic mail requests for admissions information, and contact files provided by the Naval Academy, and to maintain the database generated from all contacts requesting admissions information. The contractor agrees to store all Naval Academy recruiting materials in a suitably climate controlled environment to prevent damage or loss, at no additional cost to the Naval Academy. The contractor agrees to provide the Naval Academy at least ten(10)working days notice to allow restocking of admissions brochures and pamphlets used in fulfilling information requests.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6,as supplemented with additional information included in this notice.This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (RFQ) will not be issued.Solicitation number N00161-00-Q-0036 is issued as a request for quotation (RFQ).The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular(FAC)97-15.The purchase of this requirement is being solicited as a 100% small business set-aside.
