The Nava Undersea Warfare Center Division Newport has a requirement for a Civilian Employee Assistance Program to provide counseling and referral services to its employees at the Newport, RI division level. A one-year firm fixed price contract with four one-year options is anticipated. This procurement is Unrestricted. The applicable SIC Code is 8322. The contractor shall maintain a fully qualified staff and shall provide, to eligible employees and their immediate families members, a full range of counseling services including ( but not limited to): pre-marriage and marriage counseling, sex information and counseling, problem pregnancy counseling, family counseling, children's school counseling, parent-child counseling, problem drinking/drug addiction/gambling counseling, and interpersonal relationship counseling. A minimum of 12 full-time counselors shall be available to provide up to 3 hours of counseling per intake/situation. The contractor shall be located within commuting distance by surface transportation of NUWC Division Newport. Technical proposals are required. Award shall be made on the basis of "Best Value" to the Government with evaluation factors including: Management/Technical Approach, Past Performance, Personnel and price.
