MOBILE X-RAY VAN CONVERSION: The US Army, Communications-Electronics
Command (CECOM), Research, Development and Engineering Center (RDEC),
Intelligence and Information Warfare Directorate (I2WD) intends to
award a Time and Materials contract modification on a sole source
basis. The maximum CLIN value is expected to be $200,000 for a quantity
of one commercial, NDI, Model 101Z x-ray van conversion from a GM Model
G20 van to a GM Model G3500 van plus several technological improvements
to the x-ray unit. The original GM G20 van based 101Z x-ray system was
manufactured by American Science & Engineering, Incorporated (AS&E).
As the original equipment manufacturer, AS&E maintains proprietary
information, technical and patent rights, and the technical expertise
required to complete this integration and these upgrades on the 101Z
x-ray system. This non-recurring effort is intended to extend the life
of x-ray equipment previously purchased and incorporated in an older
model GM G20 van fielded for the U.S. Cusoms Service (USCS). The GM G20
van has reached the end of its useful life; however, the x-ray
equipment can be removed and installed in a new vehicle and re-deployed
to the field, which is the type of effort required under existing
contract DAAB07-00-D-K501. Once converted from the GM G20 van to the GM
G3500 van, the functionality of the system must not be degraded. This
means that the system must still have the ability to: (1) capture
transmission x-ray and Compton scattered x-ray photons; (2) display
dual imaging of transmission and Compton scattered x-ray images; (3)
operate at a level of exposure less than 0.5mR per hour at 2 inches
from the cabinet. The system must also maintain the following
capabilities: (4) complete self-containment and the ability to operate
with no additional equipment required; (5) operate either by
self-contained generator power or local shore power; (6) operate in
extreme environments found along southwest border locations. In
addition, system changes will be performed on the x-ray unit to bring
it closer to the capability of the new 101Z x-ray van systems. The
Government intends to solicit and negotiate with Only One Responsible
Source under authority of Title 10 U.S.C. 2304(c)(1) and FAR
6.302-1(b)(2). This synopsis of intent to award sole source is not a
request for proposals/offers; however, any firm capable of meeting the
above requirements and desiring consideration are requested to fully
identify their interest/capabilities, plus submit a bid sample of
similar efforts within 15 days of the synopsis date. All correspondence
