Department of Labor, Employment and Training Administration (DOL/ETA),
is soliciting proposals to select a contractor to evaluate the Youth
Opportunity Grants Initiative under the Workforce Investment Act. On
February 19, 2000 DOL/ETA announced the award of 36 grants to cities,
rural areas, and Indian Reservations which will be the subject of this
evaluation. The evaluation will (1) Estimate and compare youth
employment, school enrollment, graduation rates, wages, welfare
enrollment and crime rates in the Youth Opportunity areas. This will
include a survey of youth to measure each area's labor market outcomes
and use of the decennial census and American Community Survey to
measure outcomes for the initiative as a whole. (2) Conduct a process
evaluation of each area's Youth Opportunity program. The process
evaluation will identify the services funded by the demonstration
grants and assess the measures taken by grantees to expand employment,
education, training opportunities for out-of-school youth ages 14-21
in the Youth Opportunity areas. It will use the grantees' MIS data to
measure program participation and participant outcomes. (3) Use
ethnographic research to provide comparisons of each area's sense of
well being. The level of effort for this requirement is between 230 and
250 professional person years. The period of performance for the
prospective award will be 60 months from the date of contract
execution. The contract type is cost reimbursement. This requirement is
being offered as a 100% small business set-aside. The SIC code is 8742
and the size standard is $5 million. As indicated above, the proposed
effort is substantial and complex, requiring offerors to field a wide
range of experience and expertise in a relatively short time frame.
Therefore, offerors are encouraged to form relationships with firms who
can demonstrate they have successfully carried out tasks similar to
those required. It is recognized that subcontracting may be proposed
pursuant to FAR 52.219-14 Limitations on Subcontracting. Offerors are
advised that they must comply with all applicable FAR Regulations.
Request for Proposals will be available on the Department of Labor,
Employment and Training Administration's Internet Home Page at
HTTP://WWW.DOLETA.GOV, approximately 15 days from the date of
publication. Request for Proposals in hard copy form will be available,
on a first come, first-served basis until the supply is exhausted.
Telephone requests will not be honored. For requests made after the
supply is exhausted, the Contracting Officer may determine whether
payment of a fee is warranted. The fee will not exceed the actual cost
of duplication of the solicitation document. Closing date for receipt
of proposals will be May 1, 2000 at 2:00 PM local time. Requests must
cite RFP-DCS 00-13 and must include two self addressed labels. Failure
to enclose labels may cause delay in receipt of the solicitation. No
collect calls will be accepted. It is the sole responsibility of the
offeror to continually view the website for any amendments to this
