COMMERCE BUSINESS DAILY ISSUE OF MARCH 6,2000 PSA#2550D -- AFWA DIRECT CONVERSION COMPUTER OPERATIONS AND SOFTWARE Computer
Operations and Software Programming. This is a Direct Conversion under
OMB Circular A-76, for United States Air Force Weather Agency (AFWA),
Offutt AFB, NE. Services are currently being provided by military
personnel. A Direct Conversion is permitted when services, currently
performed by military personnel, are "converted" to contract
performance, and is dependent on the price comparison with in-house
performance without a formal cost-comparison study. The solicitation
will be released on or about 19 May 00. A pre-solicitation conference
and site visit will be held on or about 31 May 00, and proposals will
be due on or about 14 Jun 00. Past performance information will be due
prior to the proposal due date. Contract award is anticipated by 15
Nov 00. A transition period is anticipated to begin 2 Jan 01, and full
contract performance on 1 Feb 01. Contract performance periods will
consist of a base period of 10 months and four option periods. During
each of the contract performance periods, services will be required in
the following areas: (1) Computer Operations to consist of ASPOC,
CFEP, and SDO all on a firm-fixed price basis (2) Optional Indefinite
Delivery Indefinite Quantity taskings (3) Software Programming to
include Database Management and Utilities on a firm-fixed price basis
and (4) Optional Indefinite Delivery Indefinite Quantity taskings.
Offerors will propose a firm fixed price with IDIQ requirements
negotiated as required. All services will be performed in the Martin
Bomber Building, Bldg D, Offutt AFB (AFWA). Contractor employees will
be required to be cleared at the Top Secret level prior to contract
award. The Standardized Industrial Classification Code for this
acquisition is 7371. This solicitation will be conducted on an
unrestricted basis (full and open competition). Large business firms
will be required to subcontract at least 12% of the total value of the
acquisition to small, woman-owned, and disadvantaged businesses. The
applicable small business size standard for SIC 7371 is $18 million.
