COMMERCE BUSINESS DAILY ISSUE OF MARCH 6,2000 PSA#2550UPGRADE OF PROPRIETARY DATA UNDER CONTRACT DE-AC01-95EI25210 WITH
STANDARD & POOR'S/DRI The US Department of Energy intends to award a
modification to the subject contract. The purpose of the modification
is to upgrade the current software under Option Year 4. Accordingly,
DRI's Quarterly Model of the US Economy is being re-estimated based
upon the Department of Commerce's rebenching GDP Accounts from 1992
dollars to 1996 dollars and Standard & Poor's changing the software in
which its' macroeconomic model resides. The macroeconomic model
software is upgraded from Model 386 to EViews. The PC Input-Output
Model will be revised from a 1977 to a 1987 based economy, and row
scalars and bridge matrices will be extended from year 2000 through
year 2020. The proposed contract modification action is for supplies or
services for which the Government intends to solicit and negotiate with
only one source under the authority of FAR 6.302. This notice of intent
is not a request for competitive proposals. However, all proposals
received within fifteen days (commercial item modification) after date
of publication of this synopsis will be considered by the Government.
A determination by the Government not to compete this proposed
contract modification based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
