synopsis/solicitation for a commercial item, prepared in accordance
with FAR 12.6, as supplemented with additional information included in
this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION.
PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE
ISSUED. Direct all questions or inquiries referencing this Request for

415-6550, (301) 415-8157(fax). Sealed offers must be received at the
U.S. Nuclear Regulatory Commission (NRC), Division of Contracts and
Property Management, T-7-I-2, Washington, DC 20555, by 3:30 P.M. on
03/09/00. All hand carried proposals including those delivered by
private delivery services must be delivered to the loading dock
security station located at 11555 Rockville Pike, Rockville, MD 20852
and received in the depository located in Room T-7I2. All offerors
shall allow extra time for internal mail distribution. NRC is a secure
facility with perimeter access control and NRCpersonnel are only
available to receive hand carried proposals between 7:30 AM -- 3:30PM,
Monday through Friday, excluding Federal Holidays. Solicitation No.
70000087 herein is issued as a Request for Quotations (RFQ). This RFQ
is a "small business set-aside" requirement under simplified
acquisition procedures and the SIC code is 8999. The NRC intends to
issue a commercial Item, fixed price purchase order award for the
preparation and presentation of one (1) training course entitled
"Hazard Analysis" in accordance with the Statement of Work listed
below. The NRC shall evaluate all submitted proposals from the
perspective of technical merit and price. Although cost is a factor,
technical merit will be considered more important than price. ARTICLE
1 -- STATEMENT OF WORK: Background Information -- The Nuclear
Regulatory Commission inspects fuel cycle licensees to determine
whether operations are conducted in compliance with federal regulations
and license conditions and to identify conditions which might adversely
affect the health and safety of the public or the environment. In
support of this mission, the NRC, through the Associate Director For
Training and Development (ADTD), conducts, sponsors or provides
assistance in obtaining specialized technical training programs to
maintain and increase the technical competence of its inspection and
licensing personnel. Also, Inspection Manual Chapter (IMC) 1246
requires that fuel cycle safety inspectors (and other fuel cycle
personnel as determined by management) complete a course in integrated
safety analysis (hazards analysis). Further, the proposed rule
amending 10 CFR Part 70, "Domestic Licensing of Special Nuclear
Material," will require licensees to perform an integrated safety
analysis. Objective -- The purpose of this procurement is to obtain a
Hazards Analysis Course for NRC fuel cycle inspectors and licensing
personnel. This will be a one-time offering during FY 2000. The course
will provide NRC inspectors and license reviewers with an
understandingof facility and process hazards analysis, particularly
with regard to DOE-type facilities. The course shall present the hazard
identification and evaluation methods used for qualitative analysis of
process systems, structures, and components. Input to DOE safety
analysis reports (SARs) and quantitative risk assessments (QRAs) shall
also be discussed. The course should be tailored for DOE-type
facilities, using examples of hazards evaluation techniques directly
applicable to DOE-type facilities. Scope of Work -- The contractor
shall furnish the necessary qualified personnel, materials and services
to present a training course of approximately 4 days duration entitled
"Hazards Analysis Course." The course will be presented once in FY00.
Course Content and Presentation -- A list of proposed course topics is
listed in this solicitation. The course objectives shall be
accomplished through a combination of lectures, discussions, and
workshops/exercises to give participants practical, hands-on experience
with hazards analysis techniques. The contractor shall develop a
detailed outline and schedule of the subjects to be covered. Changes
in, additions to, or deletions from the subjects listed in this
solicitation are permitted, however, the content of the final outline
shall be approved by the NRC Project Officer. Clearly defined learning
objectives shall be developed for each topic. The contractor shall
provide each student with a binder containing text and handout
materials. Students shall be provided copies of view graphs and other
important visual aids used during the presentation of the course. At
the start of the course, the contractor shall provide a student
information form and a course evaluation form (to be provided by the
NRC Project Officer) to each student. The contractor shall collect the
completed forms at the end of the course and provide them to the NRC
Project Officer as part of the course letter report.Technical
Qualfications Requirements -- The instructors who will conduct the
course shall have broad knowledge and practical experience in hazards
analysis techniques and in conducting hazards evaluations, from both a
technical and a regulatory standpoint. They shall have had experience
in teaching similar courses. General Information and Requirements. The
number of students in the course shall be limited to a maximum of
thirty (30). In addition to the identified slots, the Project Officer
may attend for the purpose of monitoring the course. If the Project
Officer elects not to attend, he may redesignate his slot as a student
slot by notifying the contractor. At least forty-five (45) days prior
to start of the course, the contractor shall provide to the NRC
Project Officer one copy of each of the following:(1)Final Course
outline and schedule(2) Final Text and handouts to be issued to
students. The NRC Project Officer will review the material and provide
his approval or disapproval within ten (10) days after receipt from
the contractor. If the material is determined to be unacceptable by the
NRC Project Officer, the contractor shall correct any deficiencies and
resubmit the material for approval. NRC approval of the material shall
be required at least thirty (30) days prior to the start of the course.
The NRC will notify the contractor no later than thirty (30) days prior
to the time the course is scheduled to begin if rescheduling is
necessary due to insufficient student enrollment. Reporting
Requirements -- A letter report summarizing the course activities shall
be submitted at the completion of the course. The report shall include
as a minimum: student information sheets, original and summary of
student course evaluations, and the contractor's recommendations for
course improvement -- ARTICLE II -- PERIOD OF PERFORMANCE: The period
of performance described in Article I shall commence as of the
effective date of the purchase order through seven (7) calendar months.
The actual course date within the period of performance shall be
mutually agreed upon between the contractor and the NRC Project
Officer. The NRC will have this course presented in September 2000.
ARTICLE III -- DELIVERABLE ITEMS/DELIVERY SCHEDULE: 1. Final course
outline, schedule, student materials, handouts, 1 copy, 45 days prior
to start of the course. 2. Letter Report specified in Article 1, 1copy
30 days after completion of the course. ARTICLE IV -- PLACE OF
PERFORMANCE: The course shall be presented at NRC headquarters in
Rockville, Maryland. ARTICLE V -- PLACE OF DELIVERY -- The terms
required hereunder shall be delivered to the address stated: U.S.

ARTICLE VI -- PROPOSAL EVALUATION CRITERIA -- All offerors shall fully
address the following evaluation criteria which are as follows: 1.
Availability of existing course on hazards analysis, tailored for
DOE-type facilities (50%) 2. Qualification of Personnel. Key personnel
who will prepare the course material and perform the on-site
instruction as described in ARTICLE I, Statement of Work, must be
identified and resumes of education, training and experience provided.
Instructional experience, Quantity and quality of directly related
teaching experience as a training instructor of DOE/NRC personnel.
Demonstrated experience designing and developing customized training
objectives, student exercises and materials and visual aids for support
of instructor presentations (25%). 3. Contractor's documented evidence
of knowledge, ability and experience to develop and present the course
described in this Statement of Work(25%). SUGGESTED COURSE TOPICS --
Hazard and operability analysis for batch and continuous processes,
Fault tree analysis, Construction methods, Solving fault trees, Event
tree analysis,Checklist analysis, What-if analysis, Failure modes and
effects analysis,Hazard identification and evaluation methods,
Definitions of risk terminology, Hazards analysis techniques and
selection methods, Analysis scope and preparation, Determination of
need for quantitative risk assessment, Common problems with hazard
analyses. PROVISIONS AND CLAUSES -- The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-13. FAR 52.212-1, Instructions to
Offerors-Commercial Items; 52.212-2, Evaluation Commercial Items; and
52.212-4, Contract Terms and Conditions-Commercial Items apply to this
acquisition. Offerors must submit a completed copy of the provision at
52.212-3, Offeror Representations and Certifications-Commercial Items
with its offer. FAR 52.212-5, Contract Terms and Conditions Required to
