be accepted for the Rhode Island National Wildlife Refuge (NWR) Complex
Project TEA-21 NGR 10(1), SPT 10(1), in Charlestown County and
Middletown County, Rhode Island. The project consists of roadway
rehabilitation and parking area construction at the Ninigret NWR and
the Sachuest Point NWR. The work includes construction of a turn lane
on U.S. Route 1 and the construction of two new parking areas at
Ninigret NWR and the rehabilitation and asphalt overlay of Sachuest
Point Road. Approximate quantities for the principal items of work are
as follows: Construction Survey and Staking, LPSM; Contractor Testing,
LPSM; Remove and dispose flexible pavement, 8,700 m2; Bituminous
Binder, 300 ton; Bituminous surface course, 3,000 ton; Bituminous
surface course (wedge and level), 1,000 ton; Wooden fence, 1,300 ft;
Construction signs, 400 sqft; Loam barrow, 870 cuyd. The project is
expected to fall within the price range of $100,000 to $500,000.
Invitation for Bids No. DTFH71-00-B-00011 to be issued on or about
March 20, 2000. Plans, proposal and contract booklets, standard
specifications, and other bid documents, will be available on or after
the issuance date, from the Federal Highway Administration, Eastern
Federal Lands Highway Division, 21400 Ridgetop Circle, Sterling,

planholder's lists will be mailed first class. It is strongly
recommended that all requests for bid documents and planholder's lists
be received 7 calendar days before bid opening to ensure receipt of
requested materials. Requests for 'faxing' or overnight mailing will
not be accepted. Bids will be opened on or about April 20, 2000, at
2:00 pm, local time, at the address listed above for the Office of the
Division Engineer. The following applies to Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization has
bonding programs to assist minority, women-owned and disadvantaged
business enterprises in acquiring short-term capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000 to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $1,000,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
