Contract Specialist This solicitation is UNRESTRICTED, inviting full
and open competition. Description: The Contractor shall provide all
labor, materials, equipment and supervision required to construct a
one-story, steel frame building (approximately 18,000 SF) with brick
veneer and standing seam metal roof over the pool (high bay) area.
Enclosed in the facility is a reinforced concrete 95-foot long swimming
pool (width varies from 35 feet to 63 feet; depth varies from 4 feet to
12 feet) to support multiple (up to five) training devices such as an
underwater egress trainer and a parachute drag trainer. Supporting
spaces include locker rooms, classroom, storage and training support
facilities. Other project components include interior masonry
partitions, mat foundation (building) auger cast pile foundation
(pool), clear span steel truss roof system, fire protection, HVAC and
pool mechanical systems, electrical, utilities and minor site work. The
SIC Code is 1542, General Contractors-Nonresidential buildings, Other
than Industrial Buildings and Warehouses. The size standard is
$17,000,000. The estimated range for this project is between $3,000,000
-- $5,000,000. The estimated time for completion is 360 calendar days.
Plans and Specifications will be available on/about 08 May 00 as an
Electronic Bid Solicitation (EBS). No paper copies will be available.
Potential offerors and plan rooms must register on the WEB-site. The
entire Solicitation, with drawings, will be available for viewing and
downloading at http://www.esol.navfac.navy.mil. The download time may
be excessive. The official plan holder's list will be maintained and
can be printed from the WEB-site. Amendments will be posted on the
WEB-site for downloading. All requests on the WEB-Site must include (1)
complete Solicitation number and project title and (2) company name,
point of contact, address, telephone number and e-mail address of the
registering company. Each company must identify whether the firm is a
Small Business, Small Disadvantaged Business, Woman-Owned Business or
Large Business. IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE
WEB-SITE PERIODICALLY FOR AMENDMENTS TO THIS SOLICITATION. ONLY THOSE
WHO HAVE REGISTERED ON THE WEB SITE WILL BE NOTIFIED IF ANY AMENDMENTS
ARE ISSUED. All inquiries regarding this Solicitation shall be

not receive a response. It is mandated all offerors are required to be
registered on the Central Contractor Registration (CCR) at
http://ccr2000.edi.disa.mil. A pre-proposal conference is scheduled for
Wednesday, 24 May 2000 at the Contracts Office, 520 Turner Street,
Pensacola, FL, commencing at 8:00, CDT. The Government will utilize
Source Selection Procedures and will make award to the offeror
providing the Best Value proposal, with price factors equal to total of
all technical factors. The technical factors to be addressed are:
Technical Qualifications, Past Performance, Construction Schedule and
Small Business Subcontracting Plan. All Technical factors are
considered of equal importance. Price proposals will include total
evaluated price, which will be price for all work PLUS modification
markups and overhead. Offerors are advised that the Government intends
to evaluate proposals and award to the firm offering the BEST VALUE
PROPOSAL without discussion or any contact concerning the proposals
received. Therefore, proposals should be submitted initially on the
most favorable terms. Offerors should not assume that they would be
contacted or afforded an opportunity to qualify, discuss, or revise
