"PRESOLICITATION NOTICE: The Air Force intends to award a fixed price
with estimated quantities contract under the 8(a) Program in accordance
with FAR 19.8. Only small businesses that are in the SBA 8(a) Program
will be considered. Anticipated period of performance is 1 Oct 2000
through 30 Sep 2001. Four one-year options may be awarded.
Wright-Patterson Air Force Base, Ohio has a requirement for nonpersonal
services to provide Military Family Housing Maintenance Services to
cover maintenance of the interior and exterior of 2,251 military family
housing units and 376 dormitory units. Maintenance also includes
equipment, appliances, garages, fences, storage sheds and playgrounds
in a timely and professional manner to achieve clean, safe and livable
conditions. Housing maintenance includes, but is not limited to
maintain and automate facility files, service calls, recurring
scheduled inspections, change of occupancy maintenance, appliance
repair and/or replacement, grounds maintenance, recurring maintenance,
operate self help store, playground maintenance, disaster response
work, special improvement/repairs and asbestos/lead abatement. The
Request for Proposal and Performance Work Statement (PWS) will be
posted on or about 17 Mar 2000 on the ASC PreAward Information Exchange
System (PIXS) at Wright-Patterson Air Force Base
(http://www.pixs.wpafb.af.mil). NO HARD COPIES WILL BE SENT. All
responsible 8(a) businesses may submit a proposal, which shall be
considered. Facsimile or alternate proposals are not acceptable. Direct

Plaisted has been appointed as Ombudsman to hear concerns from
offerors, or potential offerors, during the proposal development. The
purpose of the Ombudsman is to communicate contractor concerns, issues,
disagreements and recommendations to the appropriate government
personnel. Existence of an Ombudsman does not diminish the authority of
the program director or the contracting officer. Accordingly, the
Ombudsman does not participate in the preparation of solicitations, the
evaluation of proposals or the source selection process and therefore,
