Environmental Restoration, Protection, and Enhancement (Support)
Program: It is the intention of this solicitation, in support of the 88
Air Base Wing (ABW) Office of Environmental Management (EM), to award
contracting vehicles to restore (cleanup), protect, and enhance various
sites located on or contiguous to properties under the control of or
supported by Wright-Patterson Air Force Base (WPAFB). The contract(s)
will require labor, material, transportation, and equipment to respond
to numerous requests for environmental support. This support may be in
the form of construction, services, and/or minimal design (up to 35%)
type work. Sites to be addressed under this contract could include, but
are not limited to: hazardous waste treatment, storage and disposal
facilities, heating plants, an incinerator, a national park site,
multiple storm water outfalls, historic, cultural and natural resource
preservation sites, landfills, spill sites, disposal areas,
radioactive waste sties, or operatingand maintaining environmental
restoration/protection systems. The government anticipates awarding up
to three Indefinite Delivery/Indefinite Quantity task order contracts
to the responsive, responsible offeror(s) within the competitive range
whose offer, conforming to the solicitation, offers the most
substantial benefits to the government. All contracts awarded under
this solicitation shall have a basic contract period plus four one-year
options. At least one of the multiple ID/IQ contract awards will be set
aside for a small business (partial set aside) if competitive offers
are received from at least two responsive, responsible small business
concerns who can comply with the limitation on subcontracting in FAR
52.219-14 and the criteria listed in the solicitation. The selected
small business concern must be in the competitive range and offer
substantial benefits to the government. If no qualified small business
concerns are identified for award, the government reserves the right
to award up to three contracts to other qualified offerors. This is a
best value source selection conducted in accordance with the Federal
Acquisition Regulation (FAR) Part 15 and the Air Force (AFFARS)
Supplement thereto. This acquisition will use the Performance Price
Tradeoff (PPT) technique to make a best value award decision. Best
value means the expected outcome of an acquisition that, in the
Government's estimation, provides the greatest overall benefit in
response to the requirement. To arrive at a best value decision, the
Source Selection Authority (SSA) will integrate the source selection
team's evaluations. Award will be made to the offerors deemed
responsible in accordance with the Federal Acquisition Regulation
(FAR), whose proposal conforms to the solicitation's requirements and
is judged to represent the best value to the Government. Each of the
successful contractors shall submit a proposal and compete for each
task order issued under this task order-type contract in accordance
with FAR 52.216-27, Single or Multiple Awards. Task orders will be
issued for the accomplishment of various types of construction and
services projects, including design-build and fully designed projects,
as well as projects with minimal (up to 35%) or no design required.
The government anticipates that less than 5 percent of the total
contract will require the contractor perform design efforts. The total
estimated aggregate value of the three contracts for five years is $25
million. The estimated range of task orders is between $5,000 and
$1,000,000. The Government reserves the right to award without
discussions. The Government reserves the right to award no contract at
all, depending on the quality of the proposal(s) submitted and the
availa bility of funds. Industry Day for subject solicitation is
scheduled for 27 Mar 00 at 1:00 p.m. at Wright-Patterson AFB Medical
Center Auditorium (gate 9A, Area A). To obtain base passes to attend
