Department, (904) 542-5571 THIS PRE-SOLICITATION IS BEING ADVERTISED ON
AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. The project
consists of an addition and alterations to Medical/Dental Clinic (Bldg
964), Naval Air Station, Jacksonville, Florida. The addition is a
single story with steel frame, precast concrete and masonry walls, and
cast-in-place concrete foundations and slab on grade. A freestanding
aluminum canopy and walkway cover shall be provided. Interior
construction consists of gypsum board, veneer plaster, and metal stud
partitions, acoustical lay-in tile and gypsum board ceilings, and
floors of resilient tile, ceramic tile, and carpet. The addition shall
house administrative offices, training classrooms, and support areas.
Electrical, telephone, fire alarm, automatic fire protection, water,
storm sewer, sanitary sewer, and heating, ventilating, and air
conditioning shall be provided. The addition is approx. 10,500 SF in
size. Site improvements include paved parking areas, driveways,
concrete curb and gutter, sidewalks, and landscaping. The work also
includes alterations to areas within existing building 964. Alterations
consist of removal of existing partitions, doors, flooring, and
ceilings, and the construction of new gypsum board and metal stud
partitions, acoustical tile lay-in ceilings, resilient flooring, and
the provision of new medical and dental equipment. The work also
includes alterations to existing electrical, fire alarm, communication,
plumbing, automatic fire protection, and heating, ventilating, and air
conditioning. Additional building wide alterations shall be made to
the heating, ventilating, and air conditioning, automatic fire
protection, nurse call systems. The area of alterations is approx.
12,500 SF. The Government will award a contract resulting from this
solicitation to the responsible offeror whose proposal conforming to
the solicitation will be "BEST VALUE" to the Government, price and
technical factors considered. Offerors shall be evaluated on: FACTOR A
-- Past Performance;FACTOR B -- Small Business Subcontracting Effort
(applies to small and large business); and FACTOR C Construction
Schedule. Price proposals will b evaluated. The Government reserves the
right to reject any or all offerors at any time prior to award of a
contract; to negotiate with any or all offerors; to award the contract
to other than the offeror submitting the lowest total price; to award
to other than the offeror submitting the highest technically rated
proposal; and to award to the offeror submitting the proposal
determined by the Government to be the most advantageous (Best Value)
to the Government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT
DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore,
offerors are requested to propose their most favorable price and
technical terms. Offerors should not assume that they would be
contacted or afforded an opportunity to qualify, discuss, or revise
their proposals. However, the Government reserves the right to clarify
certain aspects ofthe proposals or conduct discussions providing an
opportunity for the offeror to revise their proposal. FIRMS SUBMITTING
TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR
SPECIFICATIONS OR DOCUMENTATION. The Government intends to issue this
solicitation through the use of the Internet. Plans and specifications
will NOT be directly provided in a paper hard copy format. The entire
solicitation, including plans and specifications, will be available
for viewing and downloading from the Internet at:
http://esol.navfac.navy.mil. Prospective offerors MUST register
themselves on the Web site. The official plan holders list will be
maintained and can be printed from the web from the web site.
Amendments will be posted on the web site for downloading. This will be
the only method of distributing amendments; therefore, IT IS THE
OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY
AMENDMENTS TO THIS SOLICITATION. Technical inquiries must be submitted
in writing 15 days before proposals are due toaddress listed above, or
faxed to 904/542-3949. The estimated range is between $1,000,000 and
$5,000,000. The estimated days for completion is 552 calendar days.
This project will be awarded as a firm-fixed-price contract. The SIC
Code for this project is 1542: General Contractors -- Nonresidential
Buildings, Other Than Industrial Buildings and Warehouses. The Standard
Size is $17,000,000. Contractors must be registered in the Central
Contractor Registration (CCR) database. New contract awards can only be
