White Sands Test Facility plans to issue a Request for Quotations (RFQ)
for One Ultraviolet (UV) Oxidation System, including reactor,
electrical power supply, instrumentation, controls, spare parts, and
related items. The UV Oxidation System shall be capable of reducing
anticipated concentrations of 2000 parts per trillion (ppt) of
n-nitrosodimethylamine (NDMA) and 450 ppt of n-nitrodimethylamine
(DMN), in a 900 gallon/minute extracted groundwater flow-stream, each
to less than 2 ppt. NASA JSC White Sands Test Facility intends to
purchase the item from Calgon Carbon Corporation (CCC), Pittsburgh, PA.
In accordance with a Justification for Other Than Full and Open
Competition pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one
responsible source exists, and no other supplies or services will
satisfy agency requirements. CCC is the only qualified manufacturer of
UV oxidation equipment that has successfully demonstrated that their
technology will destroy NDMA and DMN. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). The
Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 3:30 pm local time on March 20. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
