tamia.true@edwards.af.mil. The Air Force Flight Test Center (AFFTC),
Edwards AFB, CA intends to negotiate a sole source follow-on contract
with SCI Technology, Inc. (Huntsville, AL) for the continued support of
test customers who use the Advanced Airborne Test Instrumentation
System, its Mini-Series airborne components, and the core Common
Airborne Instrumentation System (CAIS)*, unless responses to this
synopsis reveal other sources capable of satisfying the requirement.
The requirements include production, system enhancement, depot
retrofit/repair, and related technical support of these flight test
data acquisition systems. *Note: The term “core CAIS”
refers only to the CAIS equipment built by SCI Technology, Inc. The
Advanced ATIS and CAIS systems are of the Mil-spec type, while its
Mini-Series is of the commercial category. Selectable bit rates from 2
KBPS to 16 MBPS and operating on the CAIS bus, these flight
instrumentation systems can be tailored in size, capability, and cost
to meet individual projectrequirements. A fixed-priced 5 year
requirements contract (FY2001-FY2005) with one 3-year option is
contemplated, to provide support to a (significant – removed)
number of test program customers at Edwards AFB, CA; Eglin AFB, FL; the
Naval Air Warfare Center, Patuxent River, MD; the U.S. Army Aviation
Technical Test Center, Fort Rucker, AL; and at other test facilities.
To maintain standardization, commonality, and interoperability among
test programs, interested sources must be able to provide (a)
equivalent replacement airborne instrumentation equipment that are
form-fit-functionally compatible with the existing installed airborne
components in the test aircraft, (b) compatible programming/data
processing software, (c) depot retrofit/repair services, and (d)
related technical support. Interested contractors must submit clear and
convincing documentation that fully defines their capability to meet
the requirements. Requests for the solicitation which fail to provide
the required capability demonstration will not be acknowledged.
