This is a combined synopsis-/-solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation number for this Request for Quotation is N00244-00-T-0606. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This solicitation is issued on a restricted basis, under Standard Industrial Code 3826 with a small business standard of 500 employees. FISC San Diego has a requirement for the following item: Wavelength Dispersive Spectrometer, The following outlines the specifications for the Spectrometer upgrade that is to be installed on the CAMSCAN Series 4 Scanning Electron Microscope (PEMA 021350). All hardware and software shall be fully compatible/integrated with respect to each individual component, operate under a single workstation, afforded coverage under a single maintenance contract, and fully compatible with the existing CAMSCAN Series 4 electron microscope. A. HARDWARE 1. Wavelength Dispersive Parallel Beam Spectrometer System including polycapillary grazing incident x-ray optic with 6 position turret, 6 diffractors for detecting elements from 180 eV to 10 Ke V, manually retractable slide and multiaxis adjustment, gas flow proportional counter with integrated electronics and motor control. Complimentary EDS detector with light element window, liquid nitrogen cooled, straight 10mm2 Si(Li) crystal, 145 eV resolution (or better) on Mn. 2.Interface module for the above detectors to the CAMSCAN Series 4 microscope. 3. Digital acquisition engine with digital pulse processing and digital image electronics for the above detectors including: integrated computer control (Pentium II 350 MHz or faster) with 64 bit SVGA graphics, Ethernet 10/100 base-T network interface card, SCSI controller card, minimum 96-Mbyte memory, minimum 2.1 Gbyte hard drive, 1.44 Mbyte floppy drive, CD-ROM drive, 21 inch color monitor with minimum 600x1200 pixel resolution, Microsoft Windows NT workstation. Color printer with parallel interface for workstation including minimum 8-ppm performance for black/white and minimum 600 dpi, 4-ppm performance for color mode. Workstation cart with wheels. B. SOFTWARE 1. Software package to run above detectors under control of a single workstation operating in a Windows NT environment. Software to include: spectral display, text annotation, background modeling, filter fitting, Gaussian Deconvolution, spectra matching, standard-less/semi-quant/full-quantitative analysis, PROZA/ZAF/Bence-Albee matrix corrections, live quant and qual analysis, storage and conversion of quant and qual files, digital ratemeter display, digital pulse processor rate files for use with detectors, automatic peak search and identification, KLM markers, peak hinting, peak labeling, report printing, print preview, manual override of acquisition parameters, auto and manual calibration, identification of spectra overlaps including ability to acquire save and load spectral data. 2. Digital acquisition and display software to acquire and process images from above detectors. Software to include: multi-cell image display, acquisition of electron images up to 1024x1024 pixels (minimum), acquisition of point dwell x-ray maps up to 512x512 pixels (minimum), fast x-ray map capability, line scan acquisition and multi-cell display up to 4 gray/1 x-ray/4 binary (minimum), image and line scan annotation, EDS/WDS interface, micro imaging, image file gallery, image color adjustment, composite image display, image math, linear distance measurement, image segmentation, and TIFF image conversion. 3. Basic Feature Sizing Software to perform dimensional analysis on images acquired from above detectors. Software to include: size, area percent, and shape analysis of features in binary images. C. INSTALLATION1. Authorizedcustomer support specialist from equipment manufacture shall perform installation of all hardware and software. D. MAINTENANCE 1. One-year parts and labor with extended maintenance plan available. Required delivery is to Naval Aviation Depot North Island, San Diego CA. Acceptance shall be at destination. The following provision apply FAR 52.212-1, Instructions to Offerors Commercial Items, Addendum to FAR 52.000-1, Paragraph (b) (5) Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Offerors are required complete and include a copy of the following provisions with their proposals: FAR 52.212-3, Offeror Representation and certifications Commercial Items.
