The Project Manager, The Army Distance Learning Program (PM TADLP) is planning an acquisition for design and development of Block 3. A Bidders' Conference is planned for 31 March 2000 at the Quality Inn, Hampton, VA. Interested contractors must have an existing government contract vehicle against which task orders can be issued (e.g., GWACS, GSA contracts). Design and development for Block 3 must be compatible with Block 2 and interface with automated courseware. Block 3 consists of on-line registration and scheduling of students, on-line testing, on-line records management, and an Army Training Requirements and Resources System (ATRRS) interface. A formal solicitation is not anticipated under FAR Part 12, 13 or 15. A mini-competition modeled after FAR Part 8.4 is anticipated. Additional information will be provided at the Bidders' Conference.
