The National Institute of Standards and Technology (NIST) intends to negotiate with Numerical Algorithms Group, Incorporated (NAG) on a sole source basis under the authority of FAR Part 13.501(a) for the conversion of existing annual licenses to perpetual licenses including maintenance support (contact with Tech Group via phone, fax or email, bug fixes, full printed documentation and new versions). The NAG software is available only through Numerical Algorithms Group, Incorporated. The NAG software is already included in numerous codes that have been developed by NIST scientists and researchers. These codes will not work if the NAG software is substituted without significant modification to the code. Any substitution will cause a delay in bringing products to market by adding modification time, training time, benchmarking time and existing codes at NIST will have to be rewritten. The period of performance for this requirement is for one year, with four (4) one-year options for maintenance support. The Government anticipates awarding a firm-fixed price purchase order. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by March 10, 2000. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
