95 -- HIGH STRENGTH STEEL PLATE -- POTENTIAL SOURCES SOUGHT DUE 040300 POC Roger N. Branstiter The Naval Surface Warfare Center, Carderock Division is conducting a market survey to determine the existence or interest of possible sources who possess or who are interested in obtaining the capacity to manufacture steel plate with the following mechanical properties: minimum 156,000 lb/in2 (110 kgf/mm2) 0.2% offset Yield Strength, minimum elongation of 16%, minimum reduction of area of 50%, minimum Charpy V-notch energy of 128 ft-lbs at 32 degrees F (18 kgf-m at 0 degrees C) and a minimum Charpy V-notch energy of 40 ft-lbs at -94 degrees F (5.6 kgf-m at -70 degrees C). The plate thicknesses of interest range from 1/16 in. to 2 inches with emphasis on the plate thickness range of 1 inch to 2 inches. However, plates thicker than 2 inches are also desirable. The Navy is interested in a domestic source for steel plate with the properties described above to enhance ballistic protection systems on Naval vessels. Those sources interested in the possible future production of steel plate as specified herein should respond that they are interested, and address what impact/considerations must be given to enhance their current capability to accommodate their interest in production. Additionally, all interested parties should provide pertinent information concerning current capabilities and practices, quality assurance procedures, productions quantity, years of experience in steel production, current principle product line.
