is a modification of the Commerce Business Daily Notice that originally
appeared on February 3, 2000. The purpose of this modification is to
extend the deadline for submission of Letters of Intent. The University
of California, which operates the Los Alamos National Laboratory (LANL)
under contract to the Department of Energy, solicits expressions of
interest from companies that would like to pursue exclusive or
nonexclusive license rights to commercialize, manufacture and market
specific fields of use for a new wireless communications system. The
technology, entitled Virtually Unlimited Airtime, Non-Radiating
Wireless Communications System (INFICOMM), is currently being developed
by Los Alamos National Laboratory. The INFICOMM technology provides the
following advantages: 1) An advanced wireless device, such as a
cellular phone, that eliminates RF radiation exposure to its users, as
generated by the cellular phone handset; 2) Extremely low battery
power consumption resulting in essentially unlimited airtime; 3) Lower
weight due to the reduced battery power requirements; 4) Reduced
chance of spark discharges; and 5) Reduced hazardous waste generation
from cell phone battery disposal. Key elements of the technology are in
the process of being patented. Organizations interested in learning
more about this technology and evaluating it for commercial
applications may request a Non-Disclosure Agreement with LANL. Those
organizations interested in licensing the INFICOMM technology or in
partnering with Los Alamos National Laboratory to develop the INFICOMM
technology for their specific application(s) must respond with a
Letter of Intent. The Letter of Intent should briefly describe the
organization's relevant technical expertise, manufacturing and
marketing capabilities, commercial motivation, and willingness to
support manufacturing operations in Northern New Mexico (if any).
Depending upon the specific application(s) of this technology, a
collaborative arrangement with LANL may be available to support the
commercialization of this technology. For consideration, the Letter of
Intent must contain the information requested above and must be
postmarked no later than April 21, 2000. Subsequently, Los Alamos will
formally invite those companies that provide a responsive Letter of
Intent within the deadline, to submit additional information in the
form of a Product Commercialization Plan. Such information will be used
to evaluate and ultimately select the licensee(s) that will
