Abuse is soliciting proposals from qualified organizations having the
in-house capacity to perform experiments in laboratory animals to
systematically evaluate the cardiovascular and toxicological effects of
potential treatment drugs, both new and marketed, for treatment of drug
abuse. Specifically, treatment drugs for two classes of drugs of abuse
(stimulants and opiates) will be investigated pre-clinically. Due to
the nature of the compounds which may be evaluated, it is mandatory
that offerors possess a DEA Research Registration for Schedules II to
V in order to handle substances under the Controlled Substances Act of
1970, and demonstrate the capability to obtain a DEA registration for
Schedule I controlled substances. Further, all offerors must be in
compliance with the NIH guidelines on the care and use of laboratory
animals and, the laboratory must be operated according to the FDA's
Good Laboratory Practices Program. It is estimated that a five-year
incrementally funded, level of effort type contract will result from
this procurement. The project will include options for additional
effort to cover additional testing. RFP No. N01DA-0-8805 will be

this acquisition will be streamlined to include only the Work
Statement, Deliverables and Reporting Requirements, Special
Requirements and Mandatory Qualifications, Technical Evaluation
Criteria, and other necessary Proposal Preparation Instructions. All
information required for the submission of an offer will be contained
in or accessible through the electronic RFP package. Response to the
RFP will be due on or about May 25, 2000. Any responsible offeror may
submit a proposal which will be considered by the Government. This
