Darsey/PKOS/(912) 926-9502. This is an announcement for a solicitation
for an A-76 Cost Study for nonpersonal services to provide all
personnel, equipment, tools, materials, supervision and other items and
services necessary to perform Standard Base Supply Support at Robins
AFB, GA. A sources sought synopsis and request for information were
previously published in the Commerce Business Daily. The solicitation
and all supporting documents will be provided only through electronic
means via the website. A draft copy of the PWS was originally posted to
the website at http://pkec.robins.af.mil/pko. An updated, revised draft
copy of the PWS as well as the draft solicitation will be posted to
this website by approximately 17 Apr 00. A pre-solicitation conference
and site visit is tentatively scheduled for 01 May 00. Time and
location will be posted to the website. Provide all personnel,
equipment, tools, materials, supervision, and other items or services
necessary to perform the management and operation of the supply
functions for the Standard Base Supply System at Robins AFB, GA.
Activities will include the performance of management and systems
functions (procedures and analysis, customer service, training,
inventory, document control, computer operations and administration);
weapons system support (demand processing, MICAP, research and record
maintenance, repair cycle support, war readiness, and maintenance
suppport); and material management of the supplies and equipment
account. Air Force Supply activities use the Standard Base Supply
System which is an accounting system consisting of standardized
computer equipment, programs, procedures, and supply policy. The
Standard Industrial Classification Code is 8744 with a size of $20M.
The procurement will be solicited under Full and Open Competition
procedures. Evaluation of proposals will be based upon the utilization
of a Technically Acceptable-Performance-Price Tradeoff (TA-PPT)
procedure to make a best value award decision. Award will be made on
the basis of an integrated assessment of price, past performance and
general considerations to the offeror who is deemed responsible in
accordance with the FAR. The performance risk and price assessments are
equal. As this is an A-76 Cost Study, the Best Value Contractor's
proposed price will be compared to the Government's Most Efficient
Organization's proposed price and the low offer will be announced as
the tentative contract awardee subject to a review period. During
evaluations, oral presentations will be required to supplement
technical proposals. The RFP will contain complete instructions
regarding the oral presentation and technical submissions. The proposed
contract is a firm, fixed-price with an orientation period, basic
contract period, and five option periods. The POC is the Contract
