NASA/GSFC plans to issue a Request for Quotation (RFQ) for tasks to be
performed for support research, involving a modeling effort, in
preparation for the Thermospheric Ionospheric Mesopheric Energy
Dynamics (TIMED) Satellite Mission, to be launched in October 2000.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to have the work performed by
Furman University. Furman University is being selected for the
following reason(s): (a) the Numeral Spectral Model (NSM) for the
mesosphere and lower Thermosphere was developed at Goddard, in
preparation for the TIMED mission, to be launched in October 2000. The
NSM is to be run on a super-computer (with four processors) at Furman
University.. The short integration step-size required for this model
makes it imperative that the computer code be parallelized so that it
can be run efficiently, when using the four processors. Furman
university has the expertise, resources, and knowledge of the computer
architecture, which are unique, to carry out the task of
parallelization. Furman will be involved in developing the transfer
function model (TFM), to be used for the interpretation of TIMED data.
(b) Furman is in a unique position to carry out this task, since they
were originally involved in formulating the model. The NSM makes use
of the doppler spread parameterization (DSP) for small scale gravity
(GW), developed by Furman. The DSP is a cornerstone of the NSM. Furman
will be involved in refining and developing further the theoretical
foundation for the DSP. A Statement of Work will be provided with the
RFQ. The period of performance will start at date of Award and will
performed through October 2000. The Government intends to acquire a
commercial item using FAR Part 12. Interested organizations may submit
their capabilities and qualifications to perform the effort in writing
to the identified point of contact not later than 4:30 p.m. local time
on March 23, 2000. Such capabilities/qualifications will be evaluated
solely for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government
not to compete this proposed effort on a full and open competition
basis, based upon responses to this notice is solely within the
discretion of the government. Oral communications are not acceptable in
response to this notice. All responsible sources may submit an offer
which shall be considered by the agency. An Ombudsman has been
