Antifreeze recycling service to include pretesting, refortfying, and
final testing of used antifreeze at various Government sites, located
within the Marine Corps Base, Camp Pendleton, California, ensuring that
the substance meets industry standards of virgin antifreeze, which is
50% ethylene and 50% water. The Contractor shall provide a mobile
service on a an "as needed" basis, responding within 24 clock hours of
the request. The Contractor shall perform a field test (pretesting) to
identify the ethylene glycol level. The antifreeze to be recycled may
range from 25% to 50% ethylene glycol levels. Any antifreeze with
ethylene glycol levels below 25% will be dispensed as hazardous waste
by the Government. The Government estimate is 28,000 gallons a year.The
Contractor shallperform a process or processes that purifies the
antifreeze, removing all substance except ethylene and water. The
Contractor must be certified and hold all applicable permits and
business plans as required by Sab Diego and Orange Counties, and the
state of California. The Contractor will be subject to Federal and
State Environmental Laws. This is a requirements contract for a base
year and two one year options. Solicitation to be released o/a 20 March
