Public Notice is hereby given that the U.S. Fish and Wildlife Service
proposes to award a concession contract at Moore's Landing at Cape
Romain National Wildlife Refuge located at Awendaw, South Carolina. The
concession operation shall provide round trip transportation for the
general public from the refuge pier at Moore's Landing to the refuge
dock at Bulls Island. While enroute to and from Bulls Island, the
Concessioner shall provide interpretive talks, and may provide
(optional) packaged food, non-alcoholic beverages and miscellaneous
items for sale. The term of the proposed concession contract will be
five (5) years with a five year option. The Service currently is
seeking a legislative amendment that would change how revenue received
from the concession operation is expended. The Service is also
considering changes to administrative policy that would affect the
expenditure of revenue received from the concession operation. In the
event that such change(s) are effected, the Service and the
concessioner will, at the discretion of the Refuge Manager,
re-negotiate any material term(s) of the contract affected by the
change(s). The concessioner will be required to pay the Service a
minimum franchise fee of 3% of the annual gross receipts. Annual gross
receipts by the current concessioner is 1999 were $96,804.
Commencement of the concession operation shall be no later than
September 1, 2000. A more detailed description of the required
concession operation and procedures for submitting a proposal are
contained in a "Prospectus" which may be obtained by requesting in
writing Prospectus No. 401810R002. The request for the Prospectus shall
include your complete company name, point of contact, address, physical
address, area code and telephone number, and facsimile number.
Evaluation criteria and competitive selection procedures are contained
in the Prospectus. The Prospectus should be available for mailing on
or about March 20, 2000. All proposal must be received not later than
May 17, 2000. The Service will consider and evaluate all proposals
received by that deadline. Telephone requests for the Prospectus will
not be accepted. However, requests for the Prospectus may befaxed to
404/679-4057. An opportunity for all interested parties to visit and
inspect the concession is planned for April 11, 2000, at 10:00 a.m.
(EST). The Service reserves the right to reject any or all proposals
